I. Executive Summary for the Academic Year:

The online education committee’s work has been split between conducting research to make evidence-based policy recommendations and the creation of policy recommendations that will proactively and thoughtfully promote online education when and where it best serves the interest of the faculty, students, and the institution. 

The committee conducted its second annual survey of online educators at SF State during the Spring 2016 semester.  In-depth interviews with online educators from each college are also being conducted during the Spring 2016 semester.  The results from the survey will be submitted to the Academic Senate before the May 2016 plenary meeting.  The qualitative study’s results are expected to be available by the end of the Fall 2016 semester.  Initial results from the studies have implications for the following important issues:

  • Varying faculty workload (class size and transition period)
  • Quality of online education
  • Physical presence of faculty on campus
  • Access to online education for students with disabilities
  • Academic freedom
  • Intellectual property rights
  • Correctly coding learning modes

The OEC proposed changes to the definitions in SF State’s Online Education Policy (#F12-264) which were passed at the Academic Senate’s April 2016 plenary meeting.  The OEC also submitted a resolution supporting Quality Online Learning and Teaching (QOLT) as a best practice for all full and partially online classes.  It is expected that the Academic Senate will consider the resolution at the May 2016 plenary.

                  C. Action Items

  • Resolution to the Academic Senate on the QOLT certification of all hybrid and fully online classes.
  • Modification to the definitions in the SF State online education policy passed by the Academic Senate April 5, 2016.
  • Second annual AY16 SF State Online Educator survey conducted.  Results are communicated to the Academic Senate with a report and also in a presentation at the April QOLT Lunch & Learn session.
  • First annual qualitative study collecting data from all colleges with interviews to analyze the experience of online educators at SF State with more depth.

III. Committee Recommendations for the upcoming Academic Year:

                  A. Re: Committee Charge:

  • There has been some discussion about how the charge of the OEC differs from ETAC.  We concluded that the OEC is an Academic Senate committee whereas ETAC is an entity that does not directly report to the senate.  ETAC is focused on sharing information and creating a dialogue between the AT, ITS, faculty, and administration.  OEC is focused on developing evidence-based policy for consideration by the Academic Senate.

  • No recommendations for policies directly affecting the Online Education Committee; however, the AY16 Online Educator survey report has a number of suggestions for actions the Academic Senate can take to support the proactive development of online education at SF State.

  • We expect to have the same or similar committee membership next year.
