SIC 2015-2016 Annual Report

I. Executive Summary for the Academic Year:

  • The SIC undertook two main projects this year. 1) We produced a workplace equity survey and 2) We examined the University’s Affirmative Action Plan and the Senate’s Affirmative Action Policy, and drafted a resolution about the Affirmative Action Plan. Both projects involved an examination and diagnosis of various salient plans and policies as well as meetings and consultations with relevant authorities. We also reviewed Senate policies and affiliated committees in order to address the problems affecting service and shared governance.

II. Committee Information and Review of Activities for the Academic Year:

  1. Roster. The membership in the SIC committee changed a bit due to the migration of some of our members to other committees which had low membership. Below is the final list of SIC members:

                  B. Regular Meeting Schedule and Committee Meetings:

  • The SIC met every other week during the 2015-2016 academic year in ADM 157, 2:10-4 pm. No meetings were cancelled.

                  C. Action Items

  • In regard to workplace equity survey, there was a disagreement between the Executive Committee and the SIC on whether the survey should diagnose the existence of workplace inequity campus-wide or whether it should be designed to provide data for the perceived inequities. SIC insisted on the former and designed a survey with that in view. Excom disagreed and the survey was tabled.
  • As to the review of the Senate’s Affirmative Action policy, SIC discovered that the President and his appointed Affirmative Action officer must, as required by law, craft, publicize and implement a detailed Affirmative Action plan, which is then mirrored in the Affirmative Action policy. The Plan was not yet finalized and publicized, so the SIC drafted a resolution clarifying that there is no ambiguity in the law and that the AA plan must be finalized, publicized and implemented. We also requested that the AA officer report to the Senate at the beginning of the Academic year so that we can then review the Senate’s policy in the light of the new AA plan.

III. Committee Recommendations for the upcoming Academic Year:

                  A. Re: Committee Charge:

  • The SIC is going to be discussing the budget with SFSU’s Chief Financial Officer, Ron Cortez. We recommend that the committee charge be modified to reflect the engagement with budgetary concerns.

                  B. Re: Committee Membership:

  • We recommend that because of the new budgetary focus, membership reflect the various colleges and the staff.

                  C.  To the Senate:

  • Provide recommendations to the Senate on specific policy that could support the Committee’s work in the upcoming school year.

                  D.  To next year’s Committee:

  • Of course, as the committee will be active in the University budget decisions, and that since this has not been part of the committee’s responsibilities this year, we can only wish the new SIC the best of luck. We also recommend that the SIC continue to review the affiliated Senate committees in order to make sure that they are active and that their membership feel that their time and effort is used effectively and constructively.
