- Reports
- Chair’s Report: wall street journal..SFSU #5 in public accounting! Graduation will be amazing this year.
Difficult situations this month, I am monitoring both of them very closely. The Senate is responding with resolutions and hope to work closely with the President and Provost.

- President’s Report: two issues related, but two separate incidents. 1. Office of Equity and Compliance issue, this is a challenge but also must protect academic freedom. Results of Title IX are coming in and we have formed a committee as an implementation group and academic freedom groups to improve our response to this issue. Have asked VP Moore to step in and work on this issue as interim Title IX coordinator. Senator Stein and Yee-Melichar had comments. 2. Threats to academic freedom as we know it. 12 days ago, a student club (Turning Point) invited a speaker (right wing), who was able to speak, and there was an incident, a protest that is under review. Tomorrow night they are holding another meeting though there is not an available room large enough for 800 rsvp’s. We have called in support from other CSU police and encourage non-disruptive protest. Question from Senator Wilson re these events disturbing classes. Senator Gurney: how can staff help? Engage and support students. Senator Stein: is free speech an unregulated right? President: in the US we don’t have a definition of hate speech. Senator Enssani: what is our press strategy? President: most messaging has been from the far right.
Chair Goldman: May 9th will most likely be changed to a plenary, more on that coming up.

- Standing Committees
- Academic Policies Committee: administrative graduation policy in first reading. Hope to have grading policy this spring.
- Campus Curriculum Committee: a set of proposals in both first and second reading as distance education authorizations and changes in curriculum minors.
- Faculty Affairs Committee: nothing today
- Strategic Issues Committee: nothing today, hope to soon bring administrative search policy.
- Student Affairs Committee: 2 items under second reading: academic probation and land acknowledgement policy. And consent item re no fee tuition payment plan.
INFORMATIONAL ITEM
An informational item is a statement announcing the completion of a process, carried out in accordance with Senate policy, and requiring formal notification of the Senate at its conclusion.
There are no informational items today.
CONSENT ITEM
A consent item is one deemed by the Chair to be non-controversial, requiring no debate. Any Senator may call the item to the floor, in which case it is considered as new business in first reading. If no Senator calls it to the floor, it is considered approved. It may be read into the record, or we may move directly to the next agenda items.
- Revised summer 2023 academic calendar to account for Juneteenth, a newly-declared State holiday. Approved.
- From the Student Affairs Committee: Resolution Supporting No-Fee Tuition Payment Plan. Senator Olsher read a statement from Gil Ramirez. Effective this spring, there are no longer these fees.
CONTINUING (OLD) BUSINESS
Continuing (Old) Business involves items returning to the Senate, usually in Second Reading. Items in Second Reading belong to the Senate as a whole rather than to an individual or committee. Comments should be confined to those for or against or proposing specific amendments. Amendments and the final document are passed or not passed by majority vote.
- Recommendation from the Campus Curriculum Committee: Minor in Humanities, reduction in units required, in second reading. Vote: 36 yes, 0 no, 4 abstain
- Recommendation from the Student Affairs Committee: Revision to S21-275 Academic Probation and Disqualification Policy, in second reading. Senator Lynch spoke to communication planning for this change. Vote: 34 yes, 0 no, 6 abstain
- Recommendation from the Student Affairs Committee: SF State Land Acknowledgement Resolution, in second reading. Senator Olsher spoke to minor change to revisit this resolution. Senator Collins spoke in support and shows a clear message that we honor our habitation on this land. Senator Harvey in support as well. Vote: 40 yes, 0 no, 4 abstain.
- Recommendation from the Campus Curriculum Committee: BA in Labor and Employment Studies, Distance Education Authorization, in second reading. All items in gray are batched together for voting. Vote: 39 yes, 0 no, 4 abstain.
- Recommendation from the Campus Curriculum Committee: MA in Creative Writing, Distance Education Authorization, in second reading.
- Recommendation from the Campus Curriculum Committee: MFA in Creative Writing, Distance Education Authorization, in second reading.
- Recommendation from the Campus Curriculum Committee: MA in Humanities, Distance Education Authorization, in second reading.
- Recommendation from the Campus Curriculum Committee: Certificate in Music/Recording Industry, BECA, CPaGE to State Support, in second reading. Vote: 40 yes, 0 no, 4 abstain.
- Recommendation from the Campus Curriculum Committee: Minor in Prison Re-entry Studies, Criminal Justice Studies, in second reading. Support from George Turner, Jason Bell, David Hellman, Rob Collins (how to we follow and track the success of this program?) Response by Guest Bettinger. Vote: 39 yes, 0 no, 2 abstain.
- Recommendation from the Campus Curriculum Committee: Minor in Entrepreneurship, Business, in second reading. Chair Goldman: supported by Lam Family College of Business. Vote: 35 yes, 0 no, 1 abstain.
- Recommendation from the Campus Curriculum Committee: Minor in Creative Writing, new program, in second reading. Senator Collins spoke in favor. Vote: 36 yes, 0 no, 0 abstain
NEW BUSINESS
New Business items are brought by a committee or individual to the Senate in First Reading, during which open discussion and debate may occur. We ordinarily limit each speaker to three minutes. Senators may yield their time to non-Senators if needed. The item is then returned to the Committee for further revision, to be brought back as Continuing Business in Second Reading.
- Recommendation from the Academic Policies Committee: Administrative Graduation Policy, in first reading. Brought forth by Senator Beatty. Senator Stein, make sure students are notified, change to lines 28,29, “may to will”.
- Recommendation from the Campus Curriculum Committee: BS in Computer Science, more than 70 units, in first reading. Batch these high unit majors. Senator Collins spoke in support.
- Recommendation from the Campus Curriculum Committee: BS in Electrical Engineering, more than 70 units, in first reading.
- Recommendation from the Campus Curriculum Committee: BS in Computer Engineering, more than 70 units, in first reading.
- Recommendation from the Campus Curriculum Committee: BA in Music, more than 45 units, in first reading. Senator Collins spoke in support.
- Recommendation from the Campus Curriculum Committee: BA in Journalism, Concentration in Photojournalism and Documentary Photography, Title Change, in first reading. Batch 23 and 24 title changes.
