ACADEMIC SENATE MEETING

MINUTES

TUESDAY, February 3, 2009

CALL TO ORDER: 2:12 p.m.

ANNOUNCEMENTS

The Academic Senate passed a proposed amendment to Faculty

Constitution of San Francisco State University, to enlarge the senate body by

two members and increase the staff representation to three members, on Dec 9^th,

2008. A faculty vote on that proposed amendment will begin in mid-February,

2008. At least 200 faculty must vote for a valid election.

The all-university and college elections, held annually each

spring semester, will begin in mid-March or April. The all-university election

will include an administrative search committee pool election; all faculty are

encouraged to self-nominate for that pool. There will be a smaller than usual

number of Academic Senate vacancies.

The Education Budget Advocacy Committee has scheduled an all-campus

meeting/teach-in on the budget crisis to be held in Jack Adams Hall on

Thursday, February 26, 2009.

The Office of Research and Sponsored Projects will hold a “Research and

Creative Activities Retreat” at the Romberg Tiburon Center on Friday, March 6,

AGENDA ITEM #1—Approval of the Agenda for February 3,

2009.

Senator Yee-Melichar moved that the agenda be changed, to

add a new agenda item #9, resolution in honor of President Corrigan’s 20 years

of service. The motion was approved.

The agenda as amended was approved.

AGENDA ITEM #2—Approval of the Minutes for December 9,

2008

The minutes were approved.

AGENDA ITEM #3— Academic Senate Election

Senators Hellenga, van Dam, and Ulasewicz, the Senate

Elections Committee, proctored the election.

Senator Salama, on behalf of the Executive Committee,

nominated Jocelyn Hermoso (Social Work) and Masahiko Minami (Foreign Languages &

Literatures) to serve on the All-University Committee on International Programs

for a 2008-2011 term. Both agreed to stand. Jocelyn Hermoso was elected.

AGENDA ITEM #4— Award Presentation for Accessible Web

Design

Senator Chelberg celebrated SF State’s receipt of a California

Digital Inclusion Award for “addressing one or more accessibility barriers on

its website” by presenting awards to Robert Corrigan, President; Leroy

Morishita, Vice President of Administration and Finance, and Chief Financial

Officer; Lee Blitch, Vice President of University Advancement; and J E (Penny)

Saffold, Vice President of Student Affairs and Dean of Students.

Senator Chelberg characterized SF State’s new website as

possibly the most accessible of all university websites. Ellen Griffin,

Director of University Communications, and Julianne Tolson, Director, Web and

User Services, represented SF State at the award ceremony on November 18, 2008.

AGENDA ITEM #5— Report from Barry Rothman, Chair,

Strategic Issues Committee: Update on preparing the On-line Education Policy

Senator Rothman, Chair, Strategic Issues Committee (SIC)

reported on SIC’s development of an online education policy for SF State and

responded to numerous questions and comments. Senator Rothman will post on iLearn

the draft online course policy document and the questions raised during his

presentation, and moderate an iLearn Forum on the policy development.

AGENDA ITEM #6— Recommendation from the Faculty Affairs

Committee: Proposed Revisions to the Retention, Tenure, and Promotion Policy,

University Tenure and Promotion Committee Voting, Second Reading.

Senator Levy, on behalf of Faculty Affairs Committee, moved

that the Senate approve a revision to the Retention, Tenure, and Promotion

policy, voting procedures.

Senator Chen moved to amend the motion by striking the

repetition of lines 49-50 on lines 50-51. The amendment was approved.

The main motion, as amended, was approved.

AGENDA ITEM #7— Recommendation from the Executive

Committee: Proposed Revisions to the Academic Senate Bylaws, Voting Procedures,

First Reading.

Senator Rehling, on behalf of Executive Committee, moved

that the Senate approve revisions to Academic Senate Bylaws, voting procedures.

Discussion items and questions included the following:

AGENDA ITEM #8— Recommendation from the Curriculum Review

and Approval Committee: Proposed Revisions to the Youth & Human Services

Nonprofit Agency Administration Certificate Programs, First Reading

Senator Shrivastava, on behalf of Curriculum Review and

Approval Committee, moved that the Senate approve a proposal to revise the

Youth & Human Services Nonprofit Agency Administration Certification

Program as described on the attachment.

Senator Shrivastava yielded the floor to Patrick Tierney,

Professor and Chair, Recreation, Parks, and Tourism, who described the

certificate program and the proposed revisions.

Senator Rehling moved that the motion be moved to second

reading. The motion passed.

The main motion, now in second reading, passed.

AGENDA ITEM #9—Resolution Honoring President Robert A.

Corrigan on his Twenty Years of Service to San Francisco State University.

Senator Boyle, on behalf of the Executive Committee, moved

that the Senate approve a resolution honoring President Robert A. Corrigan on

his twenty years of service to San Francisco State University.

Senator Yee-Melichar moved that the motion be moved to

second reading. The motion passed.

The main motion, now in second reading, was approved.

Chair Whalen declared the meeting adjourned at 3:42 p.m.
