CALLED TO ORDER: 2:15 p.m.
ANNOUNCEMENTS
Chair Colvin:
·
Announced the completion of University-wide elections. The
results will be distributed to the Academic Senate listserv by the end of the
week.
·
Announced that commencement is scheduled for Saturday, May 27.
Faculty regalia will be available for pick-up in the bookstore.
·
Invited Senators to attend the 17th Annual Student
Design Exhibit May 16-19 in Jack Adams Hall of the CCSC.
AGENDA ITEM #1-APPROVAL OF THE AGENDA FOR MAY 16th, 2006
Senator Boyle moved to amend the agenda by inserting a new
agenda item 3, a resolution commending Senator Jan Gregory.
The motion was seconded by Senator Yee.
The agenda, as amended, was approved unanimously.
AGENDA ITEM #2-APPROVAL OF THE MINUTES FOR THE MEETING ON
MAY 2, 2006
The minutes were approved unanimously.
AGENDA ITEM #3: RECOMMENDATION FROM THE EXECUTIVE
COMMITTEE: RESOLUTION OF THE ACADEMIC SENATE OF SAN FRANCISCO STATE UNIVERSITY
IN HONOR OF JAN GREGORY-A CONSENT ITEM

Senator Yee introduced the item and read it into the record.
The resolution was approved unanimously by a standing ovation. Chair Colvin
pointed out that Senator Gregory was speechless. Senator Gregory stated that
she was only speechless for a moment and went on to offer a correction to the
resolution. She stated that she actually began her SFSU career at the age of 3
1/2-years-old as a member of the opening class of the Frederick Burk School.
She then thanked the Senate for making her professional life worth doing. She
also stated that she would always remembers Senators fondly.
AGENDA ITEM #4- RECOMMENDATION FROM THE FACULTY AFFAIRS
COMMITTEE: PROPOSED REVISIONS TO THE SFSU RETENTION, TENURE, and PROMOTIONS
POLICIES-2ND READING
Chair Colvin introduced a parliamentary procedure for
consideration of the revisions by paragraph. She indicated that the Senate
would be interpreting "paragraph" liberally (i.e., by color). Chair
Colvin then introduced FAC Chair Velez to speak to the item.
Senator Steier asked to have the text on page 11, lines
20-31 deleted since they are duplicated on page 12.
The repeated text was struck-out without objection.
Senator Gregory made a friendly amendment, which was
accepted, to substitute the word “criterion” for the word... on page 11, line
39.
Senator Whalen moved to amend the proposed revisions by reinserting
the text on page 12, lines 3-5 “â¦primary emphasis is on teaching⦔
Senator Gregory seconded the motion.
Senator Levine offered a friendly amendment to the
amendment, which was accepted, to replace the word “performance” with the word
“effectiveness” on page 12 lines 3-5.
Senator Gregory offered a friendly amendment to the
amendment, which was accepted, to revise the final portion of the sentence on
page 12, lines 3-5 to read, “â¦candidates must demonstrate excellence in the
classroom.” Senator Levine spoke against the friendly amendment to the
amendment. Senator Gregory requested some additional time to further consider
the matter.
Senator Kohn offered a friendly amendment, which was not accepted.
Senator Kohn then offered an amendment to the amendment to
move the phrase, “â¦the primary emphasis is on teaching effectiveness⦔ from
page 12, lines 3-5 to page 11, line 38 in front of the words, “SFSU is
committed⦔
The amendment to the amendment was seconded by Senator Van Cleave.
The amendment to the amendment passed with dissent.
Senator Kohn offered a friendly amendment to the amendment,
which was accepted, to maintain the deletion of the text on page 12, lines 3-5.
Senator Axler clarified that the amendment also includes deleting
the sentence on page 11, line 38 which begins, “However excellence in teaching⦔
The amendment failed.
Senator Kohn offered an amendment on page 11, line 38 to
edit the language so that it would read as follows, and “At SFSU the primary
emphasis is on teaching effectiveness. Excellence in teaching is not the sole
criteria for rtp.”
The amendment was seconded by Senator Heiman.
The amendment failed.
Senator Gregory offered an amendment to page 11, line 38 to
edit the language so that it would read as follows, “Because SFSU is committed
to excellence in teaching, and the primary emphasis is on effectiveness in the
classroom, studio or laboratory.”
The amendment was seconded by Senator Yee.
The motion passed with dissent.
Senator Gregory moved to return the item to committee.
Senator Steier seconded the motion.
The motion failed.
Senator Chelberg moved to table the item.
The motion was seconded by Senator Gregory.
The motion failed.
Senator Suzuki moved to return the item to committee.
Senator Gregory seconded the motion.
The motion passed with dissent; the item was returned to
committee.
AGENDA ITEM #5- RECOMMENDATION FROM THE EXECUTIVE
COMMITTEE: PROPOSED REVISIONS TO THE ACADEMIC PROGRAM REVIEW COMMITTEE-2ND
READING
APRC Chair Stowers spoke to the item and the changes made
since first reading.
Senator Whalen offered a friendly amendment, which was
accepted, to insert the word “elected” on page 2, line 75.
Senator Heiman offered a friendly amendment, which was
accepted, to insert the phrase “/program director” on page 2, line 55.
The revisions passed unanimously.
AGENDA ITEM #6-RECOMMENDATION FROM THE EXECUTIVE
COMMITTEE: RESOLUTION THANKING AND COMMENDING DEPARTING 2005-2006 ACADEMIC
SENATORS, 1ST and 2ND READINGS
Vice Chair Williams introduced a special order of business,
a resolution in commendation of Dr. Caran A. Colvin. The resolution was passed
unanimously. Senator Chelberg presented Chair Colvin with a Plaque in
recognition and appreciation of her leadership. Chair Colvin thanked the
Senate and wished the incoming Senate well.

The resolution passed unanimously.
Senator Ritter moved a special order of business, a commendation
to CRAC Chair Amy Nichols for 6 years of continuess service.
AGENDA ITEM #7- ADJOURNED-4:05 p.m.
NOTE: Once adjourned, the 2005-2006 session of the Academic
Senate of San Francisco State University ended. Unless individual Senators'
terms were expiring, Senators were directed to not leave, as the first meeting
of the 2006-2007 session would be called to order at 4:00 p.m. for the purpose
of electing officers, voting on a summer Senate, and electing standing
committee chairs.
