CALL TO ORDER: 2:05 PM
- Approval of the Agenda for 6 December 2022: 2 changes (President unable to join; Presentation by Dean Mandolfo at 3:30pm) motion to approve (Senator Le) seconded (Senator Wilson). Changes approved.
- Approval of the Minutes for 15 November 2022: motion to approve (Senator Collins), seconded by Senator Segovia-McGahan. Approved.
- Announcements from the Floor: Senator Erickson upcoming retreat on January 25th, online in the morning and in-person reception in the afternoon. Please register on the ILearn site.
- Reports
- Chair’s Report: thanks for a great semester! Recognize not only regular committees, but diligent work by subcommittees, example Academic Freedom committee, one of 25. Hope to see everyone at President’s holiday party! Where are we going to meet in spring? If we are making arrangements for a hybrid meeting, how many will meet in person or remotely most of the time?
Senator D’Alois: if only in person cannot participate
Chair Goldman: we are proposing a hybrid meeting or online, not only in person.
Poll: 45% in person/56% remotely
Chair Goldman: we will investigate the seven hills facility and make sure that the hybrid technology is capable of handling our needs.
Senator Wilson: what is their current setup? Perhaps other venues that could accommodate hybrid better?
Chair Goldman: with about ½ of us attending there could be possibilities, though we are at capacity at seven hills with the full senate.

- President’s Report: convey thanks and deep appreciation and best wishes for the holidays. Please do see information about the celebration.
- Provost’s Report: thank you for breaking her in for her first semester. Moved by the hard work on faculty governance and most recent issues, such as workload equity. Hurrah for getting through this first semester of coming back. While in a current surge, we will be dealing with covid for a long time. We need a nice break, and take a breather, and time for yourself.
- Standing Committees
- Academic Policies Committee: online education policy revisions today in first reading.
- Curriculum Review and Approval Committee: International Relations (Distance Education Authorization), in first reading. MS in Quantitative Economics (Distance Education Authorization), in first reading.MA in Special Education (Distance Education Authorization), in first reading.
- Faculty Affairs Committee: 1st reading, policy on tenure density
- Strategic Issues Committee: nothing today, administrative search and review policies are in discussion.
- Student Affairs Committee: nothing today, in discussion and open to feedback on: resolution on grading (withdrawal deadlines, CR/NC included), resolution to increase support for counseling center.
INFORMATIONAL ITEM
An informational item is a statement announcing the completion of a process, carried out in accordance with Senate policy, and requiring formal notification of the Senate at its conclusion.
- Informational item: Change in the name of the Department of Hospitality and Tourism Management to Department of Hospitality, Tourism and Event Management.
Chair Goldman: attached in ILearn policies on changing names of depts, colleges, etc. these policies can be brought up in the future.
CONSENT ITEM
A consent item is one deemed by the Chair to be non-controversial, requiring no debate. Any Senator may call the item to the floor, in which case it is considered as new business in first reading. If no Senator calls it to the floor, it is considered approved. It may be read into the record.
- Consent item: Resolution in Memory of Dr. Margaret Leahy. Read into the record by Sen. Collins. Additional information at https://internationalrelations.sfsu.edu/margaret-leahy.
Senator Collins: postpone this till January so can include more information.
CONTINUING (OLD) BUSINESS
Continuing (Old) Business involves items returning to the Senate, usually in Second Reading. Items in Second Reading belong to the Senate as a whole rather than to an individual or committee. Comments should be confined to those for or against, or proposing specific amendments. Amendments and the final document are passed or not passed by majority vote. There are no items of Continuing Business today.
NEW BUSINESS
New Business items are brought by a Committee or individual to the Senate in First Reading, during which open discussion and debate may occur. We ordinarily limit each speaker to three minutes. Senators may yield their time to non-Senators if needed. The item is then returned to the Committee for further revision, to be brought back as Old Business in Second Reading.
- Recommendation from the Faculty Affairs Committee: Tenure Density Policy, in first reading. Senator Rubin: should be a target of 75%. In 2018 a task force was convened and suggested best practices, one of which was to provide a campus plan for tenure density. Lowering tenure density has many impacts on our campus. 1. Propose the pres/prov produce an annual report with stats un retention and teaching for the senate and other groups. 2. President in consultation would appoint the task force to address tenure density, %, and impacts. Not a policy that requires action but a committee that produces as much information as possible and creates recommendations from it.
Senator Hellman: we are at 46%, lower than most universities, a few months ago we were at 36%. Lots of ramifications on service and actions. Library has done its own study and feels might not have tenure track librarians based on upcoming retirement.
Senator Drennan: has seen how much work has gone into this policy. We can see how this intersects issues on lecturer faculty as well. feels like we need union input on this issue.
Senator Rubin: union input is a good idea to the committee. Chair Goldman, let’s get union input to committee first. Please send input to Senator Rubin.
- Recommendation from the Academic Policies Committee: Online and Distance Education Policy, in first reading. Senator Beatty: 2 or 3 things: change name to online and distance education policy, more in line w federal definitions. Adding some federal definitions of distance education. A lot of other small changes. We are ready to take your comments and bring back in second reading.
Senator Trogu: amendment line 106-107
Chair Goldman: please email to Senator Beatty for the committee to take as a suggestion.
- Resolution Supporting Nomination of Dr. Darlene Yee-Melichar as CSU Faculty Member on the Board of Trustees, in first reading.
Chair Goldman: there is one member of the CalState board of trustees representing all campuses. We are proposing her as a candidate.
Senator Collins: every two years we nominate one of our colleagues to the CSU Board of Trustees, and is voted on by the state senate. Two years ago we recommended Dr. Yee-Melichar and we are proposing to do this again. –read a portion of the resolution. Senator Hines moves, Senator Hellman seconds to move to second reading. Vote: yes 44, no 1. Passes into second reading.
Move to a vote in favor of the nomination: yes 42, no 1, abstain 1
- Recommendation from the Curriculum Review and Approval Committee: International Relations (Distance Education Authorization), in first reading.
Senator Harvey: 3 items related to distance education authorizations, lots of discussion in the committee. In this case, question of what about study abroad instances? Strong support from the committee for all three.
Senator Hines: would we be able to move these to second reading now?
Chair Goldman: would rather give more time for senators to read and consider
Senator Grutzik: advantage to moving them along to second reading in terms of implementation
Dr. Ellis: would make scheduling easier in the long term. Has an impact on how students can graduate.
Senator Gerber: yield time to Dr. DeWitt: would not be implemented until next fall, would still need more approvals (provost/president/WASC) and determinations on face-to-face choices.
Senator Trogu: questions about WASC accreditation.

- Recommendation from the Curriculum Review and Approval Committee: MS in Quantitative Economics (Distance Education Authorization), in first reading.
Senator Harvey: Committee was very careful to review the distance learning outcomes and incorporating comments as they considered these items.

- Recommendation from the Curriculum Review and Approval Committee: MA in Special Education (Distance Education Authorization), in first reading.
Brought to the floor by Senator Harvey.
Senator Grutzik: This MA has been around for a long time, but just changes the modality. Would like to encourage second reading at this time. Cedes time to Dr. Bui: doesn’t change program but adds flexibility as requested by students.
Item will be returned to us in second reading Jan 31.
- Recommendation from Executive Committee: Changes in bylaws to rename Curriculum Review and Approval Committee to Campus Curriculum Committee, and to increase membership in the Student Affairs Committee to include Dean of Division of Undergraduate Education and Academic Planning or designee (ex officio). A change in bylaws requires a 2/3 vote of members present; a quorum is required (50% plus one voting Senators must be present).
Senator Olsher: reason we want that person as a voting member of SAC is to facilitate communication in the committee.
Senator Harvey: change was not unanimous, words that we use can be powerful, especially outside the campus.
Senator Clemens: one of the few pieces of humor we still have left, and its more of a hand-me-down from the president and this doesn’t need to be changed.
Senator Hellman: I think I can give up the name though it is a struggle.
Senator Stein: why would this be including campus?
Senator Harvey: we went through a lot of acronyms.
PRESENTATIONS
- Presentation: Carleen Mandolfo, Associate Vice President for Faculty Affairs and Professional Development, “The State of the Faculty.”
Dr. Mandolfo: Not included tenure density as Senator Stein and FAC have already gathered that information.
Presentation will be included on ILearn.
Responses to chat questions:
Numbers do include library faculty, but not coach or counselor faculty
Data on lecturer faculty are not centralized, and resignations are quite complicated
Senator Woo: wants to bring the need for centralized lecturer faculty data to the attention of the senate.
Senator Stein: thanks for helpful report. Echo the last comment, and importance re gender and race. From assoc to full promotion lull was also pointed out last year, and should be addressed/revisited by senate, perhaps FAC. Dr. Mandolfo: there are some things that we could do at the dept level to encourage more faculty to apply.
Senator Erickson: second Senator Woo’s call. would also like to see rates of lecturer faculty conversions to regular faculty. Also important data would include the % of lecturer time bases. Are these % increasing? Average .37, when .4 would include benefits. Would help to track time base trends. Dr. Mandolfo: could work with the union on gathering these data?
Senator Collins: thanks for the report. Are there more initiatives underway? Dr. Mandolfo: there is a conversation with all search committees on diverse hiring practices. The requirement is not as comprehensive as it could be, but great conversations have happened and the campus has moved in its understanding of the importance of this issue. We need to move the needle, for example on search criteria, which forces us to get past our biases. Need to be carefully crafted and tracked. Provost and I will be having conversations this spring about upcoming hiring practices and how to continue advancing this issue, about cohort hires and search request criteria.

Are there numbers for Lecturer Faculty that have "resigned" " don't return" or "reappointed" for whatever reasons. This is a good report for ttk faculty but Lecturer Faculty are still omitted from this process because there isn't even a consistent "exit" documentation of Lecturer Faculty unless done informally. Can there also be a conversation of consistent ways to track Lecturer Faculty and how and why they are leaving - and not just talking about semester to semester hires but actually long term Lecturer Faculty as well.
