Nina Roberts Memorial Scholarship: To recognize a student demonstrating meaningful participation and/or leadership in programs/services focused on educating and advocating for equitable access to parks and other natural spaces.  https://sfsu.academicworks.com/opportunities/14385

Chair Goldman: exceptional service award deadline has been extended.  Chairs and Deans have been notified.

  1. Reports

    1. Chair’s Report: busy agenda today!
    2. President’s Report: thank those who participated in the Chancellor’s search committee.  Thanks to participants and attendees of budget meetings, either zoom or in person.  External review of Title IX policies and procedures in the CSU system.  We should get a campus specific report from them soon with improvements.  We have been invested in staffing and improvements.  We will listening to these recommendations, including an implementation team to oversee improvements and we will be reaching out for faculty and staff for this team. 

I believe in running toward criticism and believe criticism to be an opportunity.

    1. Provost’s Report: we are getting close to HSS interim Dean, we have 3 finalists who will interviewed next week.  LCA/COES Dean searches have closed and will start to review applications.  Anticipating 30-35 faculty searches, usually 30-40 departures.  Will be consulting with the Dean’s Council.  WASC is coming to visit on April 5 and 6.  There will be faculty and staff forums and a presentation to the Senate.  See chat for specific times.
    2. Standing Committees
      1. Academic Policies Committee: 2 policies in first reading, credit for prior learning, and policy on syllabi. 
      2. Campus Curriculum Committee: bringing a lot of proposals to the Senate today.
      3. Faculty Affairs Committee: Senator Rubin not present.  Carrie Holschuh is the vice-chair.  no recommendations today.  Working on a new policy on departmental bylaws and will bring it to the senate soon. 
      4. Strategic Issues Committee: revisions to policy on review of academic administrators, and the administrative search policy.
      5. Student Affairs Committee: nothing to present today.  Working on an administrative graduation policy, and a unified grading policy for this semester.  Also a resolution for an SF State land acknowledgment.  Renaming of the probation policy with more supportive wording. 

INFORMATIONAL ITEM

An informational item is a statement announcing the completion of a process, carried out in accordance with Senate policy, and requiring formal notification of the Senate at its conclusion.

There are no informational items today.

CONSENT ITEM

A consent item is one deemed by the Chair to be non-controversial, requiring no debate. Any Senator may call the item to the floor, in which case it is considered as new business in first reading. If no Senator calls it to the floor, it is considered approved. It may be read into the record.

CONTINUING (OLD) BUSINESS

Continuing (Old) Business involves items returning to the Senate, usually in Second Reading. Items in Second Reading belong to the Senate as a whole rather than to an individual or committee. Comments should be confined to those for or against or proposing specific amendments. Amendments and the final document are passed or not passed by majority vote.

  1. Recommendation from the Campus Curriculum Committee: Certificate in Paralegal Studies (Distance Education Authorization), in second reading. Senator Yee-Melichar supports this and notes that retention is better in the online parts of the program.  Senator Harvey made the case that these are not for fully online programs, but that they can include distance/online content.  Director Burch: Director of the Paralegal Studes here.  Surveyed faculty/students and have seen that students/faculty prefer an online option.  Been at SFSU since 1975. RE international students:  Senator Harvey: there are some requirements for international students to be present on site for classes.  Senator Kleinrichert:  how could we compare the online vs in-person modality?  Senator Harvey:  70-75% of employers are satisfied with online programs, this is general.  Director Burch:  a low % of international students, the program is not very transferable internationally.  The online modality is not a disadvantage for employment. POLL: yes 41, no 0 abstain 4. This motion passes.
  2. Recommendation from the Campus Curriculum Committee: BA in Anthropology (Distance Education Authorization), in second reading. Senator Yee-Melichar: in support of flexibility for faculty and students. Senator Stein: please CCC report on department tenure density in future proposals.  POLL:  yes 40 no 0 abstain 5. This motion passes.
  3. Recommendation from the Campus Curriculum Committee: BA in Liberal Studies (Distance Education Authorization), in second reading. Senator Harvey: re Senator Stein’s tenure density request.  These are discussed during the CCC’s deliberations.  POLL:  yes 38 no 0 abstain 6  This motion passes.

 

NEW BUSINESS

New Business items are brought by a committee or individual to the Senate in First Reading, during which open discussion and debate may occur. We ordinarily limit each speaker to three minutes. Senators may yield their time to non-Senators if needed. The item is then returned to the Committee for further revision, to be brought back as Continuing Business in Second Reading.

  1. Recommendation from the Strategic Issues Committee: Revision to S01-087 Administrative Review Committee, in first reading.  Senator Trousdale: Flexibility to the frequency of reviews, and the questionnaire (optional/modified as needed).  Lists the positions relevant as a category.  Modifications to the administrative review committees to include faculty and staff.  Senator Gerber: line 64, is this more expansive or less expansive than previously re those for whom this is needed.  Also more language re this flexibility?  Senator Trousdale:  see line 29.  Senator Scott: accounts for all direct reports to the Provost.  Senator Stein: absence of equity wording, encourage for the make-up of committee and for administrator.   Guest Williams: would like to meet with SIC to discuss the numbers of administrators and how they are reviewed annually, there are a lot of reviews and need for committee members.  Senator Scott: only academic affairs/direct reports to the provost/president.  Senator Goldman:  that does reach outside of academic affairs.  Senator Trousdale: invited Guest Williams to the next SIC meeting.  Senator Yee-Melichar:  supports the need for equity, does see some of this wording already in the document. See line 594. Please add Each unit will make every effort to ensure that the broadest possible range of expertise and
  2. perspectives is represented on the ARC (including faculty rank and other social determinants).  Senator Grutzik:  glad this is staying as 5 years as a practice, and also evaluated every year. Original job description from when the job began is still used for questionnaire flexibility is a good idea.  Also supports adding a staff member to the review committee.  Senator Wilson:  remove the term "CampusMemo" and use a more generic term to refer to campus-wide communication.
  3. Recommendation from Academic Policies Committee: Credit for Prior Learning Policy (new), in first reading.  Senator Beatty: put together by a working group.  Senator Gerber: re credit by exam, required by Chancellor’s office.  Make sure to consult with faculty.  Senator Stein: ask about the basic 30 credit unit residence requirement.  Senator Gerber: this is a CSU requirement, not sure how much that is checked out right now.  Senator Yee-Melichar: clarification starting on line 118.  Do these units apply to professional continuing education?  Senator Beatty: would we be required to consider these?  It would be up to the field, the faculty, and the costs.  Perhaps this is a more administrative question.  Senator Way:  Maximum # of units for all CPL, we asked in Chancellor’s office, not a maximum but 30 in residence.  To Darlene’s point, some (example criminal studies) wanted to put together modules from differing modalities.  Senator Harvey:  Equity for faculty who are putting together these exams?  Senator Gerber: CEL courses do not count.  Senator Goldman: please bring this to your depts as this can represent additional workload. 
  4. Recommendation from the Academic Policies Committee: Revision to the Syllabus Policy #S15-257, in first reading.  Senator Beatty: mostly adding requirements that have been added from other policies.  Not revised since 2015.  Senator Stein: concerned about the total effect with the increasing regulations on syllabi.  He listed several items that concern him. Senator Pasion: line 214: there is no SAFE Place.  Concerns that syllabi are too long, what to take out.  Senator Erickson: concern re the sheer volume added to the syllabi.  Is this effective, are students reading these?  Senator D’Alois: classes read syllabi as if a usual document/contract.  Senator Way: re learning objectives, we have to have them re WASC.  But you can use whatever terminology you want.  Senator Harvey: most important things first..should be similar in the syllabi.   
  5. Recommendation from the Campus Curriculum Committee in first reading: BA in Psychology, Degree Completion: Senator Harvey: for College of Professional and Global Education.  Senator Howell: thanks the committee and has worked hard to make sure the program won’t impact the stateside major.
  6. Recommendation from the Campus Curriculum Committee in first reading: BA in Classics, Distance Education Authorization (batched items 12-16)  No comments all items sent to second reading.
  7. Recommendation from the Campus Curriculum Committee in first reading: MA in Classics, Distance Education Authorization
  8. Recommendation from the Campus Curriculum Committee in first reading: BA in Communications, Distance Education Authorization
  9. Recommendation from the Campus Curriculum Committee in first reading: MA in Communications, Distance Education Authorization
  10. Recommendation from the Campus Curriculum Committee in first reading: Certificate in Conflict Resolution, Distance Education Authorization
  11. Recommendation from the Campus Curriculum Committee in first reading: Minor in Criminal Justice Studies, reducing 20% (batched items 17-19)  No comments all sent to second reading.
  12. Recommendation from the Campus Curriculum Committee in first reading: Minor in Recreation, Parks and Tourism, reducing 20%
  13. Recommendation from the Campus Curriculum Committee in first reading: BS to BA in Recreation, Parks and Tourism, reducing 20%
  14. Recommendation from the Campus Curriculum Committee in first reading: Minor in Queer and Trans Ethnic Studies, Name Change from Queer Ethnic Studies to Queer and Trans Ethnic Studies (see statement in the chat).  Senator Stein: should both queer and trans always be joined?  Senator Harvey: this is the result of the discussion in the committee.  Senator Goldman: this explains the expansion of minor.  On to second reading.
