• Guest Alexei Folger  Speaking today as an alumni and as member of Jewish Voice for Peace in supports AMED Studies Program. Supports Academic Freedom request Academic Senate demand that Administration implement the recommendations of grievance review panel.
• Senator Mai-Nhug Le wishing all Happy  Lunar New Year and pay respect to two Asian American trailblazer that passed away:

  • Thicht Nacht Han, Buddhist Monk Peace Activist
• Guest Leith Ghulom class of 22 MA students in Ethnic Studies with AMED focus share letter from cohort  AMED studies remains critical under resources with only one full time tenure track faculty, slashes to course offering . Dr Abdulhadi and AMED lectures and Arab Muslim students at SFS and more broadly have continually endured attacks, death threats, denial of freedom of speech, and make AMED Studies fully Independent department.
• Guest Hatem Faculty at UC Berkeley and SFSU alumni speaking to you about AMED, giving them a sense of belonging and it was a home that really was celebrated.
• Guest Margaret Leahy taught at SFSU and participant of 1968/69 student strike. As result of strike first school of Ethnics Studies was created, give home to an  academic  curriculum to people and ethnicities that had been marginalized at the university.  AMED is perfect example of the type of curriculum, the type of program, the type of faculty that we wished to create.

1. Presidents Report

• President Mahoney:
  • Positive test case rate is declining
  • Moving forward with the plans return Feb 7 staff and administrator and Feb 14 faculty and students
  • Thank you to staff and administrator working on campus
  • Maintaining our mask mandate will have surgical mask available in every academic building, will have tables first week, will have NK95 mask
  • Get testing site up again
  • Booster clinics; 1100 faculty, staff, administrators and students have received their booster on campus
  • Link to reload will be included in email going out this afternoon

Senator D’Alois: Thank you President Mahoney, are there procedures that students who need to stay remote can go through?

President Mahoney: We are in class schedule that was driven by a survey from Enrollment Management and Undergraduate Education best response rate. Any immunocompromised they should contact DPRC. They guaranteed accommodation and they will happen on case by case basis.

 

4.3 Provost Report

• Provost Summit:
  • Express appreciation to faculty as well as our department chairs and staff
  • Already thinking about Fall 2022 preparing to talk with department chairs about building course schedule for 22
  • Plan to move back primarily in person mode of instruction
  • We are at around 10% below our enrolment target
  • Rethinking how we allocate our schedule, how we allocate our resources around the needs of students
  • Proposing new tenure track hiring given reduce enrollment I anticipate fewer tenure track hires than expected
  • Prioritizing diversity the Office of Faculty Affairs and Professional Development is working with hiring committee to promote inclusivity

  • Academic Policies committee
    • Sen. Stowers: APC ahs three items on the agenda today in first reading Summer 2022 academic calendar which is delayed and needs to be passed. Proposed revision to the Online Education to meet requirements of the change in definition of Online. Proposed new policy on Credit hours also related to that requirement and a CSU executive order. From EPC which is APC and CRAC we have two proposal for discontinuing certificates one in genetic engineering and one in biotechnology neither which have any students remaining in them. Other things APC is working on is ne policy undergraduate curriculum which will be helpful in WASC review. We’ll be taking up the Syllabus Policy and other proposed policies.

    • Sen. Drennan: Today we will bring in second reading the proposed New Master of Arts in Instructional Design and Technology
  • Faculty Affairs committee
    • Sen. Rubin:  Trying to find a way to rationalize and make more efficient application for leave with pay and sabbaticals.
  • Strategic Issues committee
    • Sen. Goldman: We bring in second reading our Proposed Policy on Centers and Institutes also known as Research Service Organization. Our committee met with Executive Director Heather Borlaise and her team about Title IX and related issues. Executive Director Budget Administration Operations  Elena Stoian presented a brief and clear update on the University situation in of ever changing state budget. Our committee has been charged with any necessary revision to Administration Search Policy.
  • Student Affairs committee
    • Sen. Ramirez: bringing back the Academic Integrity Policy in first reading today.

 

OLD BUSINESS

• Recommendation from Executive Committee (Ex Comm): Proposed Amendment to Revisions to S15-213 Administration and Processing of Electronic and Paper Teaching Effectiveness forms—second reading.
  •  Sen. Wilson moved the item to the floor at 2:45 PM and spoke to the item. Summary of changes: The big change from earlier is the exclusion of the sentence which is on line 24 and 25

• Recommendation from Curriculum Review and Approval Committee (CRAC): Proposed new Master of Arts in Instructional Design and Technology—second reading
  • Sen. Drennan moved the item to the floor at 3:31 pm and spoke to the item. Received a very enthusiastic approval at the end of last semester.

• Recommendation from Strategic Issues Committee (SIC): Proposed Policy on Centers & Institutes (formally Research Service Organizations)—second reading
  • Sen. Goldman moved item to the floor at 3:33 pm and spoke to the item. This would be the first policy that the Senate has ever completed on Centers and Institutes we think this is a valuable part of the learning experience for our students. Attempting to assure the long term stability of those institutes.
  • Sen. Nielsen this is second reading and received minor comments to include few new words inclusive of staff and other minor amendments.
  • Sen. Harvey I have minor amendment on line 103 and it says shall be advised I am amending it to a propose amendment may be advised.

  • Sen. Stein Lines 292-293 discussion: It will then be forwarded to the supervising vice president and the Academic Senate, both of which will make a recommendations to the President.
    • Sen. Scott there are instances where we had a negotiation settlement, which resulted in the establishment of a Center, and so full senate approval could be complicated.
    • Sen. Nielsen we had a discussion about urgency of discontinuous in committee sending to Ex Comm that meets more regularly: lines 406-408: Any Center or Institute may be discontinued at any time by consultation and mutual agreement among the Academic Senate Executive Committee, the CI director, CI personnel and the University administration.

• Sen. Ramirez moved item to the floor at 3:56 PM and spoke to the item. Bringing back this item in first reading would like to be able to bring in Larry Bireillo and Susan Shimanoff so they can speak to item at a later date. Would like to solicit more feedback
• Sen. Chair Albiniak was there any feedback form the Dec 7 first reading on this item
  • Se. Ramirez yes, definitely some language changes, discussing as to when in what instance, or how frequently we should report an instance of Academic Freedom.

  • Sen. Stower moved the item to the floor at 3:59 PM and spoke to the item. This is Summer calendar for 2022 its delayed on being passed. There was an issue on credit hour that has been resolved.

• Recommendation from the Academic Policies Committee (APC): Proposed Revision to S21-264 Online Education Policy—first reading  (clean version)
  • Sen. Stower moved the item to the floor at 4:05 PM and spoke to the item. Revision are largely made in response to a changing federal definition of online education and subsequent changes and accreditation requirements in addition other changes were made updates were made. Shared screen many of the changed are just minor changes added some clarifications.

• Recommendation from the Academic Policies Committee (APC): Proposed new policy, S22-XXX Credit Hour Policy—first reading
  • Sen. Stowers moved the item to the floor at 4:15 PM and spoke to the item. This a new policy that is need to codify changes from the US Department of Education and it turns we don’t have. A Policy on Credit hour and thank you to Associate Dean Dewitt who wrote this.  The US Department of Education definition changed two years and half ago.
  • Vice Chair Wilson my question is line 29 starting point nine on credit hour equal to , not less than one hour of direct instruction minimum that editor that seems to represent one through six but not seven onwards.
    • Guest Associate Dean Dewitt for the fine arts and science activities of the direct and indirect this is actually coming from the chancellor’s office academic planning database document
  • Sen. Drennan does it change how we are doing evaluations on teaching effectiveness and looking more at how learning outcomes are assessed.
    • Guest Associate Dean Dewitt we have to demonstrate a good faith effort that we are providing the requires number of direct and indirect instructional hours in core syllabus.
    • Sen. Way that is what we need to do by law bit it doesn’t mean have to evaluate instruction in that way
  • Vice Chair Wilson I think that this is really important and Im glad this happening. I survey students on how much time they pend and there’s so much variability on how much time students spend on an activity.
  • Sen. Stowers remember that the number of hours changes through the semester.

• Recommendation from the Educational Policies Committee (EPC): Proposal for the Discontinuance of the Certificate in Genetic Engineering—first reading
  • Sen. Stowers moved the item to the floor at 4:24 PM and spoke to the item. Yes this is a proposal for discontinuance brought to us by the Biology department because they have no students in this certificate.
  • Sen. Goldman  this certificate came on board at the dawn of the biotechnology age and because our regular curriculum didn’t really have the most modern techniques in it and we needed this certificate to compliment our existing masters program at the time, since then master program has changes quite a bit.

• Recommendation from Educational Policies Committee (EPC): Proposal for the Discontinuance of the Certificate in Biotechnology—first reading
  • Sen. Stowers moved the item to the floor at 4:27 PM and spoke to the item. This certificate same situation there are no students there haven’t been for a while. In the same as previous certificate created during bust of activity and biotechnology.

PRESENTATIONS

 

1. Guisselle Nunez, Associate Vice President of Strategic Marketing and Communications, ”Marketing Campaign Rollout Update” (time approximate 2:45-3:00 pm)

• Associate Vice President Nunez presented her update marketing campaign theme rollout. All based on marketing research that was conducted over las nine months. Campaign theme called “It’s Your Story” have recruited faculty, students, alumni and staff.

 

1. Andrew Roderick, Assistant Vice President of Academic Technology, “Updates on Learning Management Systems” (time approximate 3:00-3:15 pm)

• Assistant Vice President Andrew Roderick presented migration from iLearn to Canvas. Migration to begin Spring 2022, Fall 2022 still use iLearn, Spring 2023 canvas, Fall 2023 full move to canvas. Working with CEETL for training and workshops. Will present again in April to Senate.
