• Dean Clavier: Div. Grad Studies – having a grad preview Feb. 21^st undergrads from SFSU and area universities are invited to meet reps from SF State graduate programs. Jack Adams Hall, 3-6pm

• Most items they have been working on are on today’s agenda

1. Curriculum Review and Approval Committee

• Many items on the agenda today and several items upcoming.

1. Faculty Affairs Committee

• Working on reviewing the RTP policy. Timely adoption of textbooks, and a few other issues continuing from last semester

1. Student Affairs Committee

• Continue working on student grievance procedure, minimum wage, mental health for students

1. Strategic Issues Committee

• Update from VP Carter regarding transparency in committee, now looking deeply into the budget book and looking to make recommendations with respect to the former transparency resolution. Also working on international students issue and employee and staff turnover.

1. Provost

• Four Dean searches are ongoing: COSE candidates are on campus this week. Search committee for Dean of Faculty Affairs is convened.
• Provost Summit’s three priorities:
  • Academic Master Plan – making progress
  • Budget clarity and stability
  • Student Success – focusing on course availability

OLD BUSINESS

1. Recommendation from the Curriculum Review and Approval Committee – Proposed Revision of the BA in English: Concentrations in English Education, Linguistics, and Literature, and Professional Writing & Rhetoric; second reading

• Amended the Concentration in English Education to note the range of units from 45-46 depending on the choice of courses.
• Item #5 vote: Motion passes for all concentrations listed above @ 2:31pm

1. Recommendation from the Curriculum Review and Approval Committee – Proposed Revision of the MA in English: Concentrations in Composition, Linguistics and Teaching English to Speakers of Other Languages; second reading

• Item #6 vote: Motion passes for all concentrations listed above @ 2:32pm

1. Recommendation from the Curriculum Review and Approval Committee – Proposed Revision of the MA in English Literatures; second reading

• Item #7 vote: Motion passes @ 2:34pm

1. Recommendation from the Executive Committee: Proposed Resolution on the Selection of Presidents in the California State University System; second reading

• Sen. Yee-Melichar brought resolution to the floor and spoke to the changes made after first reading.
  • Sen. Stowers – Supports resolution – says an open culture is what we strive for and we are unable to use that in the selection of our next president.
  • Sen. Dariotes – Support resolution – if we want an open atmosphere and relationship it must start with the search.
  • Sen. Yee-Melichar – Almost all CSU campuses want this. Argument trustees and chancellor is that a closed search renders a larger applicant pool.
  • Sen. Shapiro – Supports resolution. This begins to define our culture to applicants.
  • Sen. Thomas – Supports resolution. It is perhaps unfair to the applicants.
  • Sen. Bloom – Supports resolution. Contact with previous institutions will be necessary.
  • V. Chair Albiniak – Supports resolution. Applicants should have an opportunity to speak to us, just as we were encouraged to use the open forum as a way to communicate with the prospective president.
    • Vote on resolution: passes unanimously @ 2:46pm

NEW BUSINESS

1. Recommendation from the Education Policies Committee (EPC): Proposed Inactivation of B.A in Technical and Professional Writing; first reading

• Sen. Wilson – brought item to the floor. Example of the English Department being a good citizen and had unanimous support in committee.
  • Sen. Olsher - A step forward – nothing is lost, definite gain.
  • Returned to committee, will return to plenary at a later date.

1. Recommendation from the Educational Policies Committee: Proposed Inactivation Bachelor of Arts in History- Honors Concentration; first reading

• Sen. Wilson – brought item to the floor. Shift from BA to concentration, had unanimous support in committee.
• Returned to committee, will return to plenary at a later date.

 

1. Recommendation from the Curriculum Review and Approval Committee – Proposed Revision of the Minor in Art History; first reading

• Sen. Stowers – brought item to floor – one of many changes in School of Art

1. Recommendation from the Educational Policies Committee: Proposed Revision to the Baccalaureate Requirements Policy, #S18-255; first reading

• Sen. Wilson – brought item to the floor – in response to EO 1110
• No discussion
• Returned to committee, will return to plenary at a later date.

 

1. Recommendation from the Academic Policies Committee – Proposed Revision of #F17-242, Academic Calendar Policy; first reading

• Sen. Wilson – brought item to floor – addressing issues with current calendar policy and practices. Our academic calendar is different than many other CSU campuses. Committee has done a significant amount of research. There are concerns about finals schedule and WASC requirement.
• V. Chair Albiniak – make sure to include students in the continued research on this topic.
• Sen. Stowers – many classes are meeting on Saturdays.
• Sen. Hulik – confusion about required work-days and the utilization of the final exam day needs to be addressed. Not every area has a traditional ‘final exam’ and instructors should have guidance on how to comply within their expertise.
• Sen. Wilczak – field trips need to be addressed
• Sen. Bloom – should be noted that Saturdays are Sabbath for some religions
• Sen. Bui – grade due date is when campus is closed, staff is on vacation.

• Sen. Wilson – brought item to the floor – clarification of process of renaming a college. Consulted and received information from many resources.
• Returned to committee, will return to plenary at a later date.

1. Recommendation from the Executive Committee – Proposed Revision of #S01-087, Academic Administrative Review Policy; first reading

• Tabled and struck from agenda -  prior to agenda approval (see Item #1)

1. Recommendation from the Executive Committee – Proposed Revision of #S18-180, Search Committees for San Francisco State University Administrators Policy; first reading

• V. Chair Albiniak – brought to floor
• Sen. Platas – is “vote getters” proper terminology?
  • Sen. Stowers – “vote recipients” might work better
• Returned to ExComm, will return to plenary at a later date.

1. Recommendation from the Executive Committee – Proposed Resolution In Memoriam Saul Steier; first reading

• V. Chair Albiniak – brought to floor.
• Sen. Dariotes – he will be deeply missed. Resolution should include something about flip-flops. It’s important to remember him and others who have passed to note the significant impact that they make on us.

 

DISCUSSION ITEMS/PRESENTATIONS

1. Revisions to the Constitution of the SF State Academic Senate

• Sen. Stowers – since adding staff to Senate, we have only benefitted
• Sen. Yee-Melichar – CSU Senate has a seat for retired/emeritus
• Sen. Wilczak – perhaps a separate entity that we could interact with would be helpful
• Sen. Mooney – as a staff member, it has opened up a world-view of the campus, which help in an overall understanding of how things work on campus. Also, there is no
• Sen. Albiniak – often there is a misconception that there is a stark distinction between staff and faculty. That is not the case all of the time.
• Sen. Bloom – Has there been a seat on senate for the CFA president?
  • Sen. Yee-Melichar – for the years that Sen. Yee- Melichar has been on state-wide senate, there has not been a seat, but there are regular reports from CFA.
• Sen. Dariotes – CFA structure has a relationship between the senate via the Senate Vice Chair. “Separation in partnership”

• CSU Senators reported on recent activity at statewide senate
