  • Michael Scott and Roger Elrod, Director of the Health Center offered to answer questions

    • Sen. Albiniak – how do we manage any outside groups who plan to come to campus

      • EOC Director, John Rodriguez, would be a good contact for that.
    • Sen. Bui – do people returning from a country in which they have already completed quarantine need to be quarantined again when they arrive in the US.
    • Sen. Hulik – thank you for the information about the task force. Faculty needs resources to get ready to move courses online. Also are there any resources available to assist with cleaning.
    • Sen. Platas – how long the virus live when outside the body.

      • Not long, but varied responses from the experts.
    • Sen. Chen – a group of Asian-Pacific faculty members got together to write a statement about the harassment and general stigmatizing statements that have been made. Hopefully, it will be in the CFA headlines this week.
  • Lori Beth Way – RE: Instructional continuity – the resources
  • Provost Summit - the email that went out to faculty today is in the spirit of developing a greater amount of curricular resilience.

    • Sen. Bui – should faculty wait until there is a campus closure, or can faculty begin to move content online when they feel they must?

      • Chair Gerber – no clear answer. Probably wait until it is needed,  but prepare now
      • Provost Summit ceded time to Maggie Beers

        • Ms. Beers – CEETL is offering a series of workshops to help faculty members move content online and help faculty answer questions about creating hybrid content.
      • Sen. Shapiro – internships came up in college council. Also HIPPA compliance for Zoom/iLearn ?

        • Gene Chelberg – Zoom and iLearn are not compliant and won’t be in the near future.
      • Dean Clavier – Grad Studies has learned that most testing centers are closed in China in particular. Some banks are closed as well. Grad studies is asking for academic units to be patient with the international student applicants.
      • Sen. Scott – if there is any sort of closure, he is keeping a list of items that need to be assessed

    • Sen. Rubin  - FAC has talked about updating the charge to include equity but will not likely change their name.
    • Sen. Hines – CRAC would like to look at line 300 and propose changes to the language and in the first bullet point they would like to add credentials after consultation with others on campus.
    • Sen. Mooney – SIC did not have any changes to the charge.
  • Sen. Mooney moved to move the item to second reading

New Business

  1. Recommendation from the Executive Committee: Proposed Changes to the Constitution of the Academic Senate of SF State – first reading
  • Vice Chair Albiniak moved the item to the floor and spoke to the item
  • Discussion

    • Sen. Yee-Melichar – these changes better reflect our current terminology and practices. As a statewide senator Sen. Yee-Melichar compared our constitution to the ASSCU senate constitution. That comparison revealed that we do not have an Emeritus/retired
    • Sen. Wilczak – RE: lines 85-88, there used to be a requirement of a .2 workload. Why was that removed?

      • There is no way to check that data and no determination is
    • Chair Gerber – please look at line 94, additional staff, and Sen. Yee-Melichar’s suggestion to add an Emerita/retired faculty.
    • Sen. Hulik – expansion of the staff is a great idea. What about the staff positions that are not determined by College?

      • Chair Gerber – some units (such as SAEM) can elect from academic-based or other staff.
      • Sen. Albiniak – staff counsel is being established simultaneously and that body could more thoroughly discuss items that could be brought to the senate so that issues can be addressed through multiple mechanisms and processes.
      • Sen. Mooney – correct, Sen. Albiniak!
    • Sen. Platas – line 60-61
    • Sen. Chen – in areas about membership (lines 7 and 93), can we add counselor-faculty in all places.

      • Chair Gerber – we also have not addressed the coaches
    • Sen. Scott - Line 61 – can we just say “scholarship” to be more inclusive?

      • Chair Gerber – yes.

  1. Recommendation from the Student Affairs Committee: Proposed Revisions to #S18-196, Policy on Withdrawal from Courses– first reading
  • Sen. Olsher moved the item to the floor and spoke to the item
  • Discussion

    • Sen. Shapiro - Appreciate the language and effort to encourage campus participation. This embodies what we say we are about. Perhaps it paves the way for other innovations.
    • Sen. Hines – thanks to the SAC for hanging in there with this document. Equity and empowerment of students is important. The burden of proof should not be on the students.
    • Sen. Pasion – will the WM still be retained?

      • Chair Gerber - Yes – EO 1037 requires that
    • Sen. Bermudez –line 64-66, this was added and there was concern from some students in terms of removing the students choice.

      • Chair Gerber – this was added because it is current practice. Put into place when many students were waiting for classes and it was considered unfair to hold space in courses.
      • Sen. Wilczak – as an instructor it is viewed as a protective measure and is used rarely. Also some students come to campus without the understanding that they CAN initiate the process due to their previous experience.
      • Sen. Weinberger – this policy refers to the 4th -12th week, so no slots in the courses would be opened up. Empowering students is very important. There is also a very easy appeal provision.
      • Sen. Harvey –point of clarification – at what point does a student lose financial aid

        • Sen. Weinberger – after the 4th week financial aid is not withdrawn
        • Sen. Ramirez – clarified that financial aid payback usually only goes into affect when a student withdraws.
        • Sen. Bermudez – still stand by the initial statement that this removes power from students.

Presentations/Information Items

  1. Overview of the Tutoring & Academic Support Center (TASC) - Kimberley Altura, Associate Dean of Undergraduate Education and Michelle Montoya, Director of TASC
  • Associate Dean Altura and Director Montoya presented information about the new tutoring center on campus. It is located in the library on the 2nd floor (LIB 220 – where Academic Technology used to be).
  • Sen. Albiniak – thank you! If we have students who may make good tutors, what do we do?

    • Ms. Montoya – yes, please send them to us: Student can get training. Working on developing a faculty nomination system.
  • Sen. Way – all of the units within the TASC are lead by faculty lecturers. In the future we would like to have a TT fellow of some sort.
  • Sen. Stowers – when is the center open?

    • Yes, there are some evening hours available.
  • Sen. Small – embedded tutoring – is it faculty initiated?

    • Yes, please ask if you need it in your courses.
  • Sen. Bermudez – students did protest a space taken away

    • Sen. Way – there were some moves. ATC was in the basement of the library, now on the1st floor…the number of students who will be served is a very large number and that includes students with disabilities
    • Ms. Montoya – we have tried to address all of the needs
  • Sen. Collins – if we teach online or Hy-flex, what is the easiest way to contact you and utilize the services.

    • The website and email is the best way to contact. Once we migrate to the EAB Navigate platform it should get easier.
