  1. Announcements from the Floor
  • Sen. Pasion – event Monday, Sept 23rd, 4-7pm in jack Adams American Associate for Cancer Research Lecture Series – re: cancer disparities – free food available  - brought to us by SF Build
  • Sen. Albiniak – meeting with planning committee for faculty retreat – January 23rd – if people have ideas please email Teddy, Wei-Ming, or Amy Kilgard
  • Sen. Albiniak – forensics is hosting an inter-collegiate tournament
  • Sen. Miller – calendar of events for the Career Services – ICCE is having a fair tomorrow 10-2pm. 10/3 is the graduate school fair, 10/29 is the career fair.
  • Sen. Kotecha – ASI is looking for a faculty rep. board meetings are Wednesdays 2-4pm. Please forward names to PK.

  • Sen. Pasion – 2 items coming to the floor today
  1. Faculty Affairs Committee
  • Sen. Wilczak – continue to work on normative workload document

    • Mary Beth Love visited – she was on the original task force that developed the document
    • Next will be talking to the colleges about how service and workload is assigned.

 

  1. Student Affairs Committee
  • Sen. Olsher – continuing work on withdrawal policy

    • Working on fact finding on international and immigrant students
    • Possible revise/updating the resolution support for CAPS
  1. Strategic Issues Committee
  • Sen. Mooney – 1 items today

    • Last week – Sheldon Gen (SF STATE Foundation) regarding proposal for faculty and staff home loan program
    • Jeff Wilson – began presenting info on the cost allocation plan
    • Charge back report was just received.
  1. Academic Policies Committee
  • Sen. Stowers – APC meets with CRAC as EPC to consider 2 proposed discontinuances

    • Continue talking about the calendar policy when Dwayne Banks returns
    • Associate Deans brought a concern about max units during summer session.
    • Fining up work on protection of human subjects.

  1. Recommendation from the Strategic Issues Committee: Proposed Revision of the By-Laws of the SF State Academic Senate – Change in the Charge of the Strategic Issues Committee – first reading
  • The motion was approved unanimously by the committee.
  • Sen. Mooney – moved item to the floor

    • Sen. Harvey – regarding membership – we may need information about what happens when minimum numbers of members and representative membership is not achievable.
    • Sen. Money – move to move the item to 2nd reading

      • Sen. Goldman – propose an amendment that addresses the removal of civic engagement “matters of university advancement, development, public affairs and government relations; relationships with the broader community, e.g., experiential and service learning, civic engagement, and engagement with business, professional, industry and academic communities.”

  • Sen. Platas – APC charge has a significant overlap if this language is added

    • Sen. Goldman – the other committee would be education aspects, whereas SIC would look to see if relationships would conflict with currently university policies.

New Business

  1. Recommendation from the Curriculum Review and Approval Committee: Proposed Revisions to the Master of Science in Biology: Concentrations in Cell & Molecular Biology, Integrative Biology and Physiology & Behavioral Biology – first reading
  • The motion was approved unanimously by the committee.
  • Sen. Pasion brought items to the floor – items are bundled because they are similar and are in response to EO 1071.
  • Sen. Shapiro – in favor – grad council had a spirited conversation and were excited about the prospect of students to put together a unique path for themselves. In general in favor of this but wondering: What impact would it have on the undergraduates in the upper-division courses the graduate students take?

    • Sen. Goldman – graduate student often offer some level of mentorship. Also, the grad students taking the UD undergrad courses are taking them because they are making up in that area so they may be on the same level.
    • Sen. Pasion – the grads in these courses have different requirements and higher expectation as graduate students.

  1. Reorganization of the School of Public Affairs and Civic Engagement (PACE) – information item
  • Dean Alvarez – Criminal Justice wanted to separate to have a stand-alone program, separate from PACE. Faculty task force was convened. All faculty was supportive of the change.
  1. Revision to the Definitions of Substantive and Non-Substantive Curriculum Proposals for the Curriculum Review and Approval Committee – information item
  • Sen. Pasion introduced item
  • Sen. Wilczak – bullet #1 – total of units compared to bullets #5 and #8, seems to nullify bullet #1.

    • Sen. Pasion – will bring it back to clarify
  • Sen. Bloom – point of information – previously CRAC dealt with field work –

    • Chair Gerber – gave the senate some history about who was approving
    • Sen. Stowers – clarified that it was previously a core group of people, but there was not faculty

Presentations/Information Items

  1. Report from the Center for Equity and Excellence in Teaching and Learning (CEETL) – Amy Kilgard, Wei Ming Dariotis, Maggie Beers, and Teggin Summer – 3:00 p.m. time certain
  • Presenters gave an excellent overview of the variety of events and support that are available through CEETL. Also, there is a significant transition
  • Sen. Bui – will there be more info sessions at different times.

    • Maybe a college wide meeting
  • Sen. Hulick – the early student assessment/review/evaluation structure is really good for students as well as instructors
  • Sen. Albiniak –in general CEETL should be commended on the incredible advancements in such a short time.
  • Chair Gerber – does the reach include lecturers

    • Yes – all faculty are included no matter their time base
  • Chair Gerber – reminder that there are 3 non-teaching days before the semester

    • SETE task force to look into changes that are needed with the SETE process and application.
  • Sen. Bloom – could we have Philip Stark speak or help with this process?

Notes on agenda items

Agenda Item 5

The Strategic Issues Committee (SIC) is recommending that their charge be changed to reflect the issues they have addressed in the recent past as well as updating the title of the Vice Provost for Academic Resources. The item was brought to the floor of the Senate in first reading on 9/3/2019 and remains in first reading. There have been small changes by the committee since the item was first on the floor.

Agenda Item 6

The Curriculum Review and Approval Committee (CRAC) has recommended that the Senate approve proposed revisions to three concentrations in the Master of Science in Biology as well as a name change. The Educational Policies Committee will consider a proposal to discontinue the Master of Science in Biology: Concentrations in Marine Biology and Microbiology at its next meeting.

Agenda Item 7

The School of Public Affairs and Civic Engagement (PACE) has voted to reorganize to separate the Criminal Justice Studies Program from the School. The other programs in the School (Environmental Studies, Gerontology, Public Administration and Urban Studies & Planning) will remain in PACE. The Dean of the College of Health and Social Sciences, Alvin Alvarez, will present the item.

Agenda Item 8

The CRAC has revised its definitions of substantive and non-substantive revisions to curricula, which are used to determine whether proposed revisions must be approved by the Senate. These definitions are not in policy, and are therefore brought as an information item.
