The Open Floor Period provides an informal opportunity for campus community members to raise questions or make comments directed to Senate officers or to university administrators. Please arrive promptly at 2:00 PM.
CALL TO ORDER: 2:05 PM
- Approval of the Agenda for 15 November 2022: Senator Harvey moves to correct the agenda, Senator Brewer seconds. Approved.
- Approval of the Minutes for 1 November 2022. Approved.
- Announcements from the Floor: Chair Goldman: Senate related announcements for the Friday report, send to me, 2-3 lines w links.
- Reports
- Chair’s Report: moving into the holiday season, reflect on privileges and challenges. Fortunate to live here and as we’ll celebrate thanksgiving we should acknowledge that we are on the federated band of Gratoria, and many of us were interlopers on this land and as immigrants. Would like to think all of the Senators for their work.
- President’s Report: we will be a large robust university with great students, faculty and staff, so please stay positive. Re email from two weeks ago: deep believer in too much communication and transparency. We need to work on our challenges together. Urges folks to attend UBC meeting and presentation on how we are working to improve enrollment/retention. Its near impossible to achieve numbers we used to have. What is the national context? Enrollments are down nationally, and also in CSU (see chancellor’s speech). 3rd time in US history enrollments in colleges are down throughout. High school enrollments are also down. 15% decline in California. Only sector growing is elite higher education. We will work hard on this and will do things to increase enrollment: i.e. adult returners.
But we will not have the numbers we did. We are large, but not as large as we were. We have been responsible and conservative and have reserves. We need a 2-3-year (possibly 5) plan to move forward. If we do this well, we will not damage our student experience. Enjoy your fall break…
Senator Enssani: Community colleges were declining from before the pandemic. How have you interpreted the data over the long term?
President: consulted re CC decline..but decline could be re BIPOC students, jobs were plentiful, and CC’s are in a disarray, how much should classes be remote how many F2F> 75% remote but students are not succeeding. CC’s are still finding their way out of the pandemic. Also demographics, California is losing more people then they gain.
Senator Enssani: also companies leaving the state?
President: declining birth, increased death rate? But a lot of people left re expense. Thousands of companies stayed, and California is about to become the 4th largest global economy.
Senator Stein: increasing dorms? Needed with lower enrollments, are we becoming more residential. CSU/UC relationship: what are they doing right?
President: we are more of residential campus: 2/3 of our freshmen live in campus housing. If we could house more students for less housing..a residential college model. UC: highly selective 10% or fewer of applicants. They don’t do much better than we do. All about prestige..we have a very different and challenging mission.
Senator Goldman: Northwestern has reached out to Silicon Valley layoff victims and has offered MBA access. President: we have to look at bureaucratic hurdles but good to look at this.
Senator Rubin: Hate to be a downer, but it becomes even more frustrating - 4th largest economy in the world and we can't fund public education as we should or figure our way out of a housing crisis or how to support the unhoused...the fingers of neoliberalism are all over this.
President: We have to advocate against this. read the link to Chancellor’s message in the Friday report.

- Provost’s Report: COES dean search has started and profile up by Dec 5th. Encourage your friends and colleagues to apply, especially those who might not be looking. LCA dean search finalizing the list. Men of Color mentoring program in Student Affairs November 17, 3:30-4:30, SSB 206. Looking for a coordinator for Muslim student life. Hiring season, 33 searches, made first successful hire, in management.

- Curriculum Review and Approval Committee Recommendation from the Curriculum Review and Approval Committee: BS/BA in Business (Distance Education Authorization, with 8 concentrations), in second reading.

- Faculty Affairs Committee: 2nd reading: policy on early tenure and 1st reading policy on tenure density
- Strategic Issues Committee: reviewing in committee administrative review and search policies.
- Student Affairs Committee: ongoing gathering information on how to support more resources for the students, replace academic probation name, graduation policy (how the administration can graduate students more efficiently), considering C/NC policies as well.

INFORMATIONAL ITEM
An informational item is a statement announcing the completion of a process, carried out in accordance with Senate policy, and requiring formal notification of the Senate at its conclusion.
- Informational item: The Division of Graduate Studies has merged with Career Services, and the combined entity is now known as the Division of Graduate Studies and Career Development (GSCD).
CONSENT ITEM
A consent item is one deemed by the Chair to be non-controversial, requiring no debate. Any Senator may call the item to the floor, in which case it is considered as new business in first reading. If no Senator calls it to the floor, it is considered approved. It may be read into the record.
- Consent item: Resolution in Memory of Sen. Michael Ritter: Senator Karla Castillo read this into the record.
Senator Goldman: A number of Senators have contributed to this resolution. Take a moment of silence.
CONTINUING (OLD) BUSINESS
Continuing (Old) Business involves items returning to the Senate, usually in Second Reading. Items in Second Reading belong to the Senate as a whole rather than to an individual or committee. Comments should be confined to those for or against, or proposing specific amendments. Amendments and the final document are passed or not passed by majority vote.
Senator Way: spring schedule is only 25% graduate classes online. Dean Wong: the current proposal is for undergrad, we are trying hard to work with schedule to stay in line w current guidelines and find a balance for student career goals. Dean Sivadas: undergrad is 70% face to face. Senator Collins: speak in favor, but what kind of barriers are in place? Dean Wong: some students want on-line, especially capstone classes, hopefully small % of students. We will work with them.
Senator Harvey: Senator Sueyoshi’s comment in chat; pasted here: “Hi all, I think Lori Beth's question is about whether the college's claim for flexibility is disingenuous or not.”
Did the programs have a good handle on the pulse of the students’ needs over time? is there a cut-off?
Senator Goldman: call for a vote: 34 for, 4 against, 7 abstain. Recommendation passes.
- Recommendation from the Curriculum Review and Approval Committee: BA in Economics (Distance Education Authorization), in second reading.
Senator Harvey: issues just discussed apply here as well. Senator Collins: speak in favor, student flexibility=student success. Senator Goldman called for a vote: 39 yes, 1 no, 4 abstain, recommendation passes.
- Recommendation from the Curriculum Review and Approval Committee: Minor in Juvenile Justice, in second reading.
Senator Harvey: part of a suite of similar programs that have been recently approved.
43 yes, 0 opposed, 2 abstentions. The recommendation passes.
- Recommendation from the Curriculum Review and Approval Committee: Certificate in Comic Studies, in second reading.
Senator Harvey: brings to the floor. Senator Le strongly supports this. Senator Collins: looking forward to collaborating, and revitalize student creativity. Senator Pahnke: adds an interesting layer of literacy to the campus. Senator Hines in support and collaboration. Senator Sousanis: taking students to a professional level and help to bring all of our work forward. 44 yes, 1 no, 1 abstention. Recommendation passes.
- Recommendation from Faculty Affairs Committee: Early Tenure Policy, in second reading. Senator Rubin: largely the same document seen in first reading, gave the policy a focus on the rights of faculty to go up at minimum of the 4th year. Also kept the stipulation that there be a minimum of 2 years of service. Senator Hellman: spoke in support, glad to see this written down. Senator Sueyoshi: did hear some opposition from Lam College of Business, were these considered? Senator Rubin: have not received these communications? Senator Goldman: does anyone want to speak about this? Senator Grutzik: Deans Council talked about the idea of exceeding criteria (based on discussion from College of Business). Also question about if Senate and Dept. policies differed. Senate policy would be the one to be following. Senator Rubin: what are criteria for exceeding? FAC thought that meeting the criteria early could be considered as exceeding the criteria. Dean Wong: Senator Grutzik mentioned the issues that the College of Business would consider. Senator Howell: please restart the poll. Senator Goldman called for a vote: 33 yes, 5 opposed, 6 abstentions. The Recommendation passes.
NEW BUSINESS (Deferred to next meeting, last plenary on Dec 6)
New Business items are brought by a Committee or individual to the Senate in First Reading, during which open discussion and debate may occur. We ordinarily limit each speaker to three minutes. Senators may yield their time to non-Senators if needed. The item is then returned to the Committee for further revision, to be brought back as Old Business in Second Reading.

- Presentation by Jeff Wilson, Vice President & Chief Financial Officer, and Elena Stoian, Executive Director of Budget & Operations, “2022-2023 Budget Review” (time approximate 3:45-4:15 p.m.)

- Questions: Senator Wilson: will there be a decrease in our general fund in the future and how will this change these categories? ED Stoian: The categories will be changed. Senator Stein: do you see any changes in salary for faculty, lecturer faculty, administration. ED Stoian: Dwayne would be able to answer this, we don’t have this information. Senator Way: in previous meetings, 35m was the carry over, now deficit of 8m? Wilson: these are recurring costs, carry forward is not in these numbers, but the 35m is available to cover the deficit. Senator Sueyoshi: using vacant positions we are able to cover this deficit. Some of the carry-forward is earmarked, Michael Scott mentioned that 10m is to be used for Stop AAPI hate as a direct budget transfer from the legislature.
