  2. Approval of the Minutes for 27 September 2022: approved
  3. Announcements from the Floor
  4. Reports
    1. Chair’s Report: SFSU Staff council now operational w Dylan Mooney as Chair and others.  Website still in process thanks for your patience and working on full campus reach for all reports as our campus listserv is limited.
    2. President’s Report: email going out next week re strategic planning (verb not noun).  In consultation with senate and others will launch six coordinating committees to move ahead for impactful actions.  Will be co-led by cross cabinet leadership.  Sometimes have built on existing structure and committees and representatives of constructive areas that do that week.  Next week there will be links.  Preliminary work will be discussed w Strategic Planning committee in Feb and spring. Re email I sent out last week: engagement with Excellencia in education, spend time in their conference in Wash DC, and left with inspiration and commitment to this group, especially as the activities support all students.
    3. Provost’s Report: just finished meeting with different colleges and you may hear about dept-level suggestions about student success.  Student success rates have been successful more than other CSU’s and we are asking faculty to call major’s who have not enrolled, because students love their faculty.  Initiated support program and equity hub for BIPOC and BIWOC faculty.  URSCA meeting better ways to amplify support research and creative activity on campus.  Also important to support students in research.   RTP: important to honor departmental criteria within reason. EXComm has asked to look at valuing service more. Will also talk to Deans more about valuing service at different levels, we are a campus running on shared governance.  Mike: Provost will receive award re influential women from SF Business Times!
    4. Standing Committees: Mike, starting next time will also be ASCSU updates regularly.
      1. Academic Policies Committee: revision to online education and credit for prior learning, and recommendations for Academic calendar.  Will be bringing items before the Senate soon.
      2. Curriculum Review and Approval Committee: see old and new business items below.
      3. Faculty Affairs Committee: looking at early tenure processes.  Hope to have a draft soon.  Resolution re tenure density and clarification on policy for emeritus faculty.
      4. Strategic Issues Committee: heard from University and Academic Affairs re the budget, and a visit from Guisselle Nuñez re strategic marketing.  Administrative search and review policies are undergoing further discussion.
      5. Student Affairs Committee: resolution in support of voter registration campaign and ballot bowl.  Working w Senator Lynch to streamline administrative options for granting degrees.   CR/NC deadline Dec 9, but SAC would like a more permanent solution on this and would like to look at a more streamlined grading policy.  Renaming academic probation as academic notice.  Exploring ways to support career counseling, visits from Cori Miller and Noah Price.

INFORMATIONAL ITEM

An informational item is a statement announcing the completion of a process, carried out in accordance with Senate policy, and requiring formal notification of the Senate at its conclusion. There are no informational items today.

CONSENT ITEM

A consent item is one deemed by the Chair to be non-controversial, requiring no debate. Any Senator may call the item to the floor, in which case it is considered as new business in first reading. If no Senator calls it to the floor, it is considered approved. It may be read into the record.

  1. Recommendation from the Student Affairs Committee (SAC): Resolution in Support of Voter Registration Campaign and the Ballot Bowl, Fall 2022.  Read into the minutes by Senator Pino Trogu.

OLD BUSINESS

Old Business involves items returning to the Senate in Second Reading. Items in Second Reading belong to the Senate as a whole rather than to an individual or committee. Comments should be confined to those for or against, or proposing specific amendments. Amendments and the final document are passed or not passed by majority vote.

  1. Recommendation from the Curriculum Review and Approval Committee: Master of Science in Business Analytics, in second reading. 53 votes in favor, no against and no abstentions.
  2. Recommendation from the Curriculum Review and Approval Committee: Master of Business Administration, in second reading. 57 yes votes, none against and 1 abstentions.

>Comments for both 6 and 7:  Senator Way: what is the online courses proportion plan?

Guest Sayeed and Dean Wong: showed modality plan for spring 2023. For MSBA: Out of the 30 units, 20% in person. For MBA: Out of the 30 units, 20-30% in person.

See modality codes from Claude Bartholomew in chat: https://ceetl.sfsu.edu/learning-modes.  Senator Way: These are CSU-wide learning modes.  Provost Sueyoshi: keep student needs in mind when determining these modalities, grad rates, retention rates and the important of in-person connections.  Please see further clarifications in the chat.

  1. Recommendation from the Curriculum Review and Approval Committee: Master of Arts in Classics, in second reading.  Senator Collins speaks in Favor.  49 votes in favor, no against and 2 abstentions.

NEW BUSINESS

New Business items are brought by a Committee or individual to the Senate in First Reading, during which open discussion and debate may occur. We ordinarily limit each speaker to three minutes. Senators may yield their time to non-Senators if needed. The item is then returned to the Committee for further revision, to be brought back as Old Business in Second Reading.

  1. Recommendation from the Executive Committee: Resolution on Campus Response to Intersegmental Committee of Academic Senates (ICAS) Cal-GETC Proposal, in first reading.

>Brought to the floor by Senator Gerber. Mirrors a resolution that the ASCSU is considering.  In two weeks will bring back in second reading, please consult others.

Does your campus support this proposal? Or oppose it, and if so, what would we do differently?  Or do we fail to come to consensus?  There are materials in ILearn.  Calif Community Colleges will vote on this November 3rd.  ASCSU will vote Nov 3.  Academic Senate of UC’s will vote Dec 8th.  Then this goes to ICAS who will give out a final recommendation.  Then policies will be revised.  Title 5 of educational code is here: https://govt.westlaw.com/calregs/Browse/Home/California/CaliforniaCodeofRegulations?guid=I560DE1304C6911EC93A8000D3A7C4BC3&originationContext=documenttoc&transitionType=Default&contextData=(sc.Default

See the chat for further comments. Senator Way: this is GE for everyone, not just transfer students as specified in Title 5. Senator Collins: our vote will not automatically change GE without consultation, and could be a top-down conversation.

  1. Recommendation from the Executive Committee: Proposed CEL name change, in first reading. Time Approximate 3:00 PM.

>This issue was presented by Dean Alex Hwu. College of Professional Global Education.  Senator Pasion: were their comments by students?  Dean Hwu: no surveys to students as a whole, but international students were asked.  Senator Collins: what would detractors say?  Many years of building the current name.  Dean Hwu: great opportunity to advertise SFSU to new and existing partners and to major conferences in the field.  Any idea of onboarding current faculty in this college.  Dean Hwu will work with current faculty and spread the word.  Senator Wilson: speak in support.  What is the cost of this?  Dean Hwu:  thinks this is money well speak, and will differentiate from Berkeley extension and will spend money on marketing, social media outreach and a renaming party. This will return in second reading.

  1. Recommendation from the Curriculum Review and Approval Committee: To Change the Minor in Management from 21 to 15 units.

>no comments, will return in second reading

14:47:55 From  Michael Goldman  to  Everyone:

We will vote one at a time, but can discuss broadly now.

14:52:38 From  Guest Claude Bartholomew  to  Everyone:

For folks that don’t memorize the modality codes, you can see the reference here: https://ceetl.sfsu.edu/learning-modes

14:55:26 From  Senator Lori Beth Way  to  Everyone:

Thanks Senator Goldman, but those are actually CSU-wide learning modes that CEETL is trying to help faculty understand.

14:55:48 From  Guest Claude Bartholomew  to  Everyone:

Yes, many thanks to CEETL for making that resource. It has been very helpful!

15:03:26 From  Senator Lori Beth Way  to  Everyone:

Distance education authorization is only needed if a program wants to plan to teach more than 50% of their curriculum in remote modalities. The Online Education policy outlines the relevant rules.

15:05:32 From  Senator Pino Trogu  to  Everyone:

@Sen. Way, does that mean that if programs keep teaching less than 50% courses in remote modalities, their status stays “On Site”?

15:05:47 From  belinda reyes  to  Everyone:

Following on the provost question, how will equity and inclusion be fostered or promoted in the program?  Student of color tend to do worse in online classes.  How would they be supported?

15:06:25 From  Senator Lori Beth Way  to  Everyone:

@Senator Trogu - I think the term is in-person, but yes, it would be the same as on-site.

15:09:36 From  Senator Roberta D'Alois  to  Everyone:

Great question Senator Reyes, and I am wondering if students of color do  more poorly because they are taking online classes because of their other responsibilities? I don't want to paint with too broad a brush at all, can I find that Gen 1.5 students and students of color TEND to have more outside responsibilities such as family and financial responsibilities. SO they may not be taking online classes by choice but from their perceived  necessity,. How can we best support those students in ALL areas of their lives?

15:09:40 From  Senator Pino Trogu  to  Everyone:

@Se. Wei (cont) — but that would be contingent on WASC extending the current “remote distance” arrangement? The one that ASCSU is trying to extend to Spring 2023 via their Nov. vote. What happens after all this extensions end?

15:11:39 From  Senator Lori Beth Way  to  Everyone:

We are currently under a pandemic exemption for the distance education federal regulations. The assumption is that we will not continue that exemption in Spring 2023, but, yes, ASCSU is looking at a resolution to ask for that exemption to extend.

15:12:10 From  Senator Lori Beth Way  to  Everyone:

Department, College, and CCC/CRAC, Graduate Council have all approved these proposals.

15:14:22 From  Senator Lori Beth Way  to  Everyone:

APC really did a good job on the Online Education policy. I would recommend senators consult that new version passed last spring.

15:14:39 From  Senator Nancy Gerber  to  Everyone:

Point of order: in second reading we are not supposed to be debating just stating support for, or opposition to, the proposal.

15:15:38 From  Senator Ellen Hines  to  Everyone:

            agreed Senator Gerber

15:16:20 From  Senator David Hellman  to  Everyone:

Let's keep Senator Gerber’s point in mind for the next second reading. Thanks

15:17:14 From  Guest Claude Bartholomew  to  Everyone:

Policystat doesn’t have the updated policy language, but that is the proposal from last yaer

15:17:39 From  Senator Ellen Hines  to  Everyone:

please note that files shared in the chat are not accessible after the meeting from the minutes

15:19:07 From  Guest Claude Bartholomew  to  Everyone:

Here is a box link to the file that everyone should be able to access: https://sfsu.box.com/s/a5reozj4zy8vkn7x6tthhnpbbr9hx3ow

15:21:31 From  Senator Amy Sueyoshi  to  Everyone:

Alex is wearing the yesterday's COSE shirt from the TOPPING OFF PARTY! Yay!

15:25:56 From  Senator Rick Harvey  to  Everyone:

We are on the right ‘PAGE’ with the proposal to change the name.

15:26:21 From  Senator Gabriela Segovia-McGahan (AA/S)  to  Everyone:

            Thank you, Alex Hwu!

15:27:51 From  Senator Jackson Wilson (he, him, his)  to  Everyone:

            thank you

15:34:21 From  Senator Elahe Enssani  to  Everyone:

How do I use the Poll?

15:34:57 From  Senator Fatima Zahrae Chrifi Alaoui  to  Everyone:

            Are we getting the poll?

15:35:00 From  Senator Jackson Wilson (he, him, his)  to  Everyone:

I believe the poll has not been opened yet.

15:35:02 From  Senator Ellen Hines  to  Everyone:

you'll see the poll come up, just click your vote, let us know other questions.

15:37:21 From  Guest Yim-Yu Wong - guest  to  Everyone:

15:44:18 From  Senator Amy Sueyoshi  to  Everyone:

Great idea to interview Spanish speaking students!

15:45:07 From  Senator Amy Sueyoshi  to  Everyone:

            I LOVE THIS campaign!

15:45:49 From  Senator Roberta D'Alois  to  Everyone:

I don’t see an answer exactly to Senator Reyes question

15:46:21 From  Senator Wei Ming (慧明) Dariotis (she/ta) on Ramaytush Ohlone Land  to  Everyone:

When we are done using the banners, can they be recycled into bags, etc. to extend their use in branding?

15:46:55 From  Senator Lori Beth Way  to  Everyone:

@Senator Wei Ming - ADM students did that with previous banners. They turned them into bags.

15:47:03 From  Senator Amy Sueyoshi  to  Everyone:

@WMD, I have a bag that was made from old banners.

15:47:08 From  Senator belinda reyes  to  Everyone:

This will be great in spanish

15:47:10 From  Senator Wei Ming (慧明) Dariotis (she/ta) on Ramaytush Ohlone Land  to  Everyone:

            Excellent!

15:47:13 From  Senator Jackson Wilson (he, him, his)  to  Everyone:

These images and messages look great.  One of the issues I have seen is the light pole signs ripping and staying up for weeks after they are seriously damaged.  Is there any plan for checking on these after windy days?

15:47:21 From  Senator Amy Sueyoshi  to  Everyone:

But is that faculty member still here?

15:48:00 From  Senator Amy Sueyoshi  to  Everyone:

The one that had her class turn the banners into bags.

15:48:04 From  Senator Wei Ming (慧明) Dariotis (she/ta) on Ramaytush Ohlone Land  to  Everyone:

Do we have a plan to implement these strategies in Spanish, Chinese (multiple), and Tagalog?

15:48:39 From  Senator Lori Beth Way  to  Everyone:

@Senator Sueyoshi - Connie has retired. She was the instructor who led those efforts. Not sure if someone else has picked it up.

15:48:53 From  Senator Wei Ming (慧明) Dariotis (she/ta) on Ramaytush Ohlone Land  to  Everyone:

@Senator Sueyoshi, USF is turning their old banners into bags and using them for swag.

15:49:23 From  Senator Rob Collins, ASCSU  to  Everyone:

            Thank you!

15:50:01 From  Senator Fatima Zahrae Chrifi Alaoui  to  Everyone:

Thank you for amplifying students' voices/stories.

15:50:15 From  Senator Roberta D'Alois  to  Everyone:

            thanks!

15:50:19 From  Guest Jamillah Moore  to  Everyone:

            Thank you!

15:50:56 From  Senator Amy Sueyoshi  to  Everyone:

            So excited Guisselle!

15:51:23 From  Guisselle Nuñez  to  Everyone:

Regarding bilingual efforts, that is on our wish list and we hope to grow our budget in order to accommodate those additional needs for our marketing strategy.

15:51:36 From  Senator Gabriela Segovia-McGahan (AA/S)  to  Everyone:

Senator Way, what college was Connie in?  Was it a textile related course project?

15:52:08 From  Guisselle Nuñez  to  Everyone:

thank you for your ideas on recycling the banners...

15:53:14 From  Guisselle Nuñez  to  Everyone:

campus banners are being checked periodically to change where needed.  if you see any that need to be changed out, feel free to email gvnunez@sfsu.edu and we will speak to our vendor.

15:53:28 From  Senator Amy Dorie  to  Everyone:

Connie was in our program, Apparel Design & Merchandising in the FINA department in CHSS. We would be happy to continue the tradition of recycling those banners!

16:06:54 From  Senator Cynthia Grutzik (she/her/hers)  to  Everyone:

Thank you for your work in this area. To the point of addressing inequities in RSCA support, faculty in the Graduate College of Education do not receive 3 WTUs each semester for RSCA. We are looking forward to working with Academic Senate as the Workload Equity Report is implemented.

16:09:52 From  Guest Gretchen LeBuhn (she / her)  to  Everyone:

Thank you for the time to speak.  I have captured the comments from the chat.  Please share your ideas!

16:18:20 From  Senator belinda reyes  to  Everyone:

So this says to me that the ethnic studies requirement will take place at the community college level.  I am not sure if the community college courses for ethnic studies are the what we would have accepted at an ethnic studies course in my college.

16:18:50 From  Senator belinda reyes  to  Everyone:

            sorry for the mistakes

16:19:41 From  Senator Lori Beth Way  to  Everyone:

@Senator Reyes - for campuses that only accept upper division transfer students, then transfer students would take Area F at a CCC. We accept lower division transfer students. They could take it with us or before transfer.

16:21:23 From  Senator Marie Drennan  to  Everyone:

I didn't realize some campuses only took upper-division transfer courses. Yikes!

16:22:04 From  Senator Lori Beth Way  to  Everyone:

@Senator Drennan - upper division transfer students; lower division GE must be completed prior to transfer. This is not true for SF State.

16:24:11 From  Senator belinda reyes  to  Everyone:

how much of an influence do we have on what gets covered at lower division ethnic studies courses?

16:24:59 From  Senator Lori Beth Way  to  Everyone:

@Senator Reyes - CSU Ethnic Studies faculty have to approve CCC Area F proposed courses.

16:25:06 From  Senator Nancy Gerber  to  Everyone:

The ethnic studies requirement is the most well spelled out of any of the GE areas, so we don’t have a lot of flexibility on campus.
