Resolution in Support of AS-3462-20/FA: Request for Amendments to the Title V Ethnic Studies Changes

Whereas: 
RATIONALE: The Academic Senate of the CSU (ASCSU), twenty CSU campus Senates, the California Faculty Association (CFA), the CSU Council of Ethnic Studies and the SF State College of Ethnic Studies have all spoken out in opposition to the implementation of AB 1460 as designed by the Board of Trustees and the CSU Chancellor’s Office. Despite this overwhelming opposition to changes in Title V and Executive Order (EO) 1100 in response to AB 1460 (requiring a 3-unit course in Ethnic Studies of all CSU graduates), the Board of Trustees and the Chancellor’s Office approved the changes through their actions over the course of the fall 2020. The ASCSU in emergency session passed AS-3462-20/FA (ASCSU Opposition and Amendments to Title 5 Ethnic Studies Policy) in response. We support and demonstrate the importance of consultation and shared governance in relation to curriculum design and implementation.
Whereas: 
Curriculum development and implementation are the purview of the faculty, and the strict requirements within the revision of Executive Order 1100 (December 3, 2020) make it impossible for faculty to have meaningful development of curriculum that follows necessary shared governance processes; and
Whereas: 
The SF State Academic Senate, the College of Ethnic Studies, and SF State CFA have all spoke out in opposition to the implementation of A.B. 1460 as proposed by the CSU Chancellor’s office; and
Whereas: 
The Academic Senate of San Francisco State University commends the ASCSU for its swift response; therefore be it
Resolved: 
That the SF State Academic Senate of San Francisco State University endorses AS-3462-20/FA (ASCSU Opposition and Amendments to Title 5 Ethnic Studies Policy; and be it further
Resolved: 
That the SF State Academic Senate reaffirm our request that the CSU Chancellor’s Office allow each campus to determine the mechanisms by which they will implement AB 1460 (including our current plan to bring SF State into compliance with AB 1460), being mindful of the challenges of our transfer students and the Associate Degree in Transfer program; and be it further
Resolved: 
That the SF State Academic Senate work with the College of Ethnic Studies to design, develop and implement measures to comply with AB 1460; and be it further

That the SF State Academic Senate support the ASCSU position that eliminating the new Title V Area F in GE Breadth and the 3-unit reduction General Education Area D would allow for greater autonomy in the implementation of the requirement at SF State; and be it further
