RATIONALE:
The Academic Senate of the CSU (ASCSU), twenty CSU campus Senates, the California Faculty
Association (CFA), the CSU Council of Ethnic Studies and the SF State College of Ethnic Studies
have all spoken out in opposition to the implementation of AB 1460 as designed by the Board of
Trustees and the CSU Chancellor’s Office. Despite this overwhelming opposition to changes in
Title V and Executive Order (EO) 1100 in response to AB 1460 (requiring a 3-unit course in Ethnic
Studies of all CSU graduates), the Board of Trustees and the Chancellor’s Office approved the
changes through their actions over the course of the fall 2020. The ASCSU in emergency session
passed AS-3462-20/FA (ASCSU Opposition and Amendments to Title 5 Ethnic Studies Policy) in
response. We support and demonstrate the importance of consultation and shared governance in
relation to curriculum design and implementation.
