The Open Floor Period provides an informal opportunity for campus community members to raise questions or make comments directed to Senate officers or to university administrators.  Please arrive promptly at 2:00 PM.

CALL TO ORDER: 2:05 PM

  1. Approval of the Agenda for 14 March 2023: Senator Harvey: strike #26 as an extra agenda item.  Approved. 
  2. Approval of the Minutes for 28 February 2023 – approved.
  3. Announcements from the Floor – Senator Goldman: We have the upcoming Distinguished Faculty & Staff Awards, etc., please see the Friday Report. It’s also the season for Senate elections. You can expect a nomination period of about two weeks, including spring break. I hope you will all consider staying with the Senate, and will help us encourage others to run for open positions. We use the same ballot to seek participation in a variety of committees as well. Shared governance is work, but the more and the more broadly we share it the more effective we are as a university.

Senator Way showed a slide re significantly shorter time to graduation paperwork.

Senator Lynch re phone calls to students, looking for ambassadors, explore SFState program, associated deans will communicate to departments.  The Event will be on April 22nd. Academic Showcase needs each department, see link in chat.

  1. Reports

    1. Chair’s Report – Thanks for joining us on another stormy day. There’s at least one other holiday between now and St. Patrick’s Day, and that’s today. It’s 3/14, or “Pi” day. I wasn’t able to arrange pies in time, but we are settling for the similarly-shaped disk in the form of a cookie. It had the tremendous advantage that you cannot be “pied” with it.
      It isn’t easy to determine our best way forward in the hybrid mode, but it seems reasonable to give it a good chance to work. As I mentioned before, I think there may not be a time when we can all return in person, so hybrid or strictly online seem to be our choices. The in-person choice might become more popular as the weather improves and time goes on, so we’ll make every effort to continue this experiment, continually improving the outcome, and hopefully ending with an outdoor celebration at the end of the semester.
      There will be no Senate meetings next week due to the break.
      Because we have a packed agenda, and an uncertain time with power and light, I’d like to move straight on to Senator and President Lynn Mahoney.
    2. President’s Report: spending time in Sacramento with students, talking with gov’t re additional funding, especially for faculty and staff. 
    3. Provost’s Report: wrapped up last college budget briefings yesterday.  Also, useful to have an FAQ.  Will begin looking at RTP files next week.  15 of 30 new hires will be based on student success data and equity cohort hires.  HSS Interim Dean decision will be made by the end of this week.  Also LCA and COES searches are coming up.  Grad Division: grad coordinators are doing a great job in getting admissions sooner. 
    4. Standing Committees
      1. Academic Policies Committee – Beatty: 2 policies in second reading.  Also in EPC, 2 consent items.  See Agenda.
      2. Campus Curriculum Committee – Harvey: several new and old business items today, see Agenda
      3. Faculty Affairs Committee – Rubin: nothing today, working on template for departmental bylaws. 
      4. Strategic Issues Committee – Trousdale: working on search policy on academic administrators, today policy on academic administrator review.
      5. Student Affairs Committee – Olsher: nothing today.  Working on administrative graduation and a grading policy.  Thanks to Senator Lynch and Margo Landy.  Working on SFSU land acknowledgement policy. 

INFORMATIONAL ITEM

An informational item is a statement announcing the completion of a process, carried out in accordance with Senate policy, and requiring formal notification of the Senate at its conclusion.

There are no informational items today.

CONSENT ITEM

A consent item is one deemed by the Chair to be non-controversial, requiring no debate. Any Senator may call the item to the floor, in which case it is considered as new business in first reading. If no Senator calls it to the floor, it is considered approved. It may be read into the record, or we may move directly to the next agenda items.

  1. Recommendation from the Educational Policies Council: Discontinuance of the Master of Science in Recreation Parks and Tourism, consent item. – Beatty or Harvey

Senator Yee-Melichar: thanks to Senator Wilson for his efforts on behalf of this degree.

  1. Recommendation from the Educational Policies Council: Suspension of the Bachelor of Arts in Family & Community Science, consent item. – Beatty or Harvey

CONINUING (OLD) BUSINESS

Continuing (Old) Business involves items returning to the Senate, usually in Second Reading. Items in Second Reading belong to the Senate as a whole rather than to an individual or committee. Comments should be confined to those for or against or proposing specific amendments. Amendments and the final document are passed or not passed by majority vote.

  1. Recommendation from the Strategic Issues Committee: Revision to S01-087 Administrative Review Policy, in second reading. – Trousdale

Every five years, does not include the President, but does include the Provost. Vote: yes 35, no 0, abstain 6.  Revision passes. 

  1. Recommendation from Academic Policies Committee: Credit for Prior Learning Policy (new), in second reading. – Beatty Vote: Yes 40, no 1, abstain 2.  Policy passes.

2 changes: lines 50-51 up to 90 units of credit, lines 71-72 for appropriate courses

  1. Recommendation from the Academic Policies Committee: Revision to the Syllabus Policy #S15-257, in second reading. – Beatty  Vote: yes 19 no 15 abstain 9. Revision passes

 

change, line 11: name of policy: course syllabus policy, line 128-197, language on academic integrity placed in a more relevant section. Senator Stein, thinks the policy is excessive and a burden on faculty, and listed several specific items. Senator Beatty: some responses.

Senator Goldman: Some Senates typically treat certain non-controversial curricular matters as consent items rather than regular items of business. If we want to consolidate our business, we will follow a parallel procedure. Should we want to “batch” any of the following agenda items, we may consider doing so, but will require a motion, preferably from Sen. Harvey, a second, and a unanimous approval. A single objection may unbatch any item for individual discussion at any time. Are there any questions?

 

Senator Harvey: proceed with item 10, then batch 11-16, 17 & 18, then item 19. Senator Stein: separate item 15.  Seconded by Senator Hellman.  Senator Goldman: let’s do items 11-14.  In discussion, Senator Stein asked if tenure density was discussed.  Senator Harvey: yes, this question was discussed.

  2. Recommendation from the Campus Curriculum Committee: BA in Classics, Distance Education Authorization, in second reading.
  3. Recommendation from the Campus Curriculum Committee: MA in Classics, Distance Education Authorization, in second reading.
  4. Recommendation from the Campus Curriculum Committee: BA in Communications, Distance Education Authorization, in second reading.
  5. Recommendation from the Campus Curriculum Committee: MA in Communications, Distance Education Authorization, in second reading. BATCH: Vote: Yes 38, no 1, abstain 5 PASSES
  6. Recommendation from the Campus Curriculum Committee: Certificate in Conflict Resolution, Distance Education Authorization, in second reading. Vote: yes 39, no 0, abstain 3.  PASSES

 

Senator Harvey moves that 16-18 be batched, seconded by Senator Le. 

  1. Recommendation from the Campus Curriculum Committee: Minor in Criminal Justice Studies, reducing 20%, in second reading.
  2. Recommendation from the Campus Curriculum Committee: Minor in Recreation, Parks and Tourism, reducing 20%, in second reading.
  3. Recommendation from the Campus Curriculum Committee: BS to BA in Recreation, Parks and Tourism, reducing 20%, in second reading. Batch vote: yes 39, no 0 abstain 4. PASSES.
  4. Recommendation from the Campus Curriculum Committee: Minor in Queer and Trans Ethnic Studies, Name Change, in second reading. Dean Esquibel spoke in support.  Vote: yes 32, no 0 abstain 2 PASSES.

 

NEW BUSINESS

New Business items are brought by a committee or individual to the Senate in First Reading, during which open discussion and debate may occur. We ordinarily limit each speaker to three minutes. Senators may yield their time to non-Senators if needed. The item is then returned to the Committee for further revision, to be brought back as Continuing Business in Second Reading.
